Notice is hereby given that the Planning and Zoning Commission of the City of Deer Park, Texas, will hold a preliminary public hearing at City Hall, 710 East San Augustine Street, at 7:00 p.m. on the 15th day of April, 2013 at which time and place they will hear all persons desiring to be heard on or in connection with any matter or question relating to the request from Minh Cong Pham and Robert E. Johnson, Jr. to rezone the Savannah Oaks Apartments located at 8015 Spencer Highway from
Multi-Family Two (MF-2) to General Commercial (G)

Also don't forget he, Rob Johnson Interests, is the one that asked Mayor Riddle to have the City of Deer Park to help share in the cost for the water line extension for the third section of his strip center in front of the apartments on Center St. Never before had the City of Deer Park done so? Naturally the city agreed to do so with Mayor Riddle pushing it. Amazing he, Rob Johnson Interests, has now donate $750.00 to Mr. Mouton's campaign. Can you see a connection? Greasing the hand for future back room deals?

Did the city help Mr. Johnson out with this water line? If so how much did they spend?

Yes, the city did help. Councilman Mouton was one of those who voted in favor of helping while councilman Pound voted against it.

I'm not sure what the cost to the city was, I'll have to do some public records request. Perhaps Mr. Mouton remembers since he voted in favor of the city spending the money to help share this cost when it was never done before. Now he receives a campaign donation of $750.00 from the same. Tells me a lot as to what the future might be if Mr. Mouton wins the Mayors position. Down right despicable in my opinion, especially form someone who wants to be our Mayor!

Jay Stokes, City Manager, commented, "Mr. Johnson is proposing a shared cost to
loop water lines in front of the development of the new commercial shopping "`
center located at 3811 Center Street. Having these water line loops will benefit
the City in terms of servicing the development with greater water and fire
Councilman Harrison asked, "If the City does not participate in the cost sharing,
will Mr. Johnson still be required to do and finance the loop system?"
Mr. Pedersen replied, "Yes. The current policy requires the expense of the entire
frontage to be the responsibility of the developer. If, at a later date, the City has
to make repairs to this area of the property, it will be more expensive."
Councilwoman Stockstill-Cobb asked, "Are you in favor of connecting to the six
inch line?"
Mr. Pedersen replied, "Section 8.03 of the City's Zoning Code authorizes cost
sharing agreements."
Councilman Mouton asked, "If we do this, will we be setting a precedent since we
have not done so in the past?"
Mayor Riddle commented, "Everything we do sets precedence." --p
Councilmen Harrison, Patterson and Pound were not in favor of cost sharing.

Very Interesting,

What is Mr. Johnson intent if the rezone goes through?

Will his development require funding again from the Federal/State/Local level in some form or fashion?

If it goes through and the Apartments are razed where will the displaced residences go?

Would it mean another Apartment complex will need to be constructed in Deer Park?

Maybe this would mean East Blvd will be the next site or request for a rezone for another HUD Housing Project, Section 8 and or tax credit whatever they call it today. How would their neighbors feel about this? Thrown under the bus by the ones they elected?

Did the city like how the Providence was delayed being left an eye sore of mounding dirt for awhile? Would the same event transpire?

Questions the city needs to ask.
