Prostitution and drugs are both made more dangerous because they are illegal.
People think the answer is penalties, but they're wrong.
Just like trying to prevent the poor from making late payments by slapping them with monetary fines. It only makes the situation worse.
I've been to the Netherlands where it's legal, and it's not a problem there, because everything's on the up and up and the girls take care of themselves. Here it gets ugly BECAUSE the prostitutes live in fear and are preyed apon.
