Volusia County Government believes in public/private ownership. The cost of membership can go up. The numbers can be played with because B.J's already has a customer base that believes its a deal. The posted numbers on the sign can be slightly off and cost more one week than the next without changing the sign, because it's membership. Volusia County gets a portion of the tax. That's why they specifically chose B.J.'s to write the article. Very suspicious.
