The tough laws were never enforced to keep sex offenders out of neighborhoods completely. The biggest violation of rights to a community is the sex offender. Common sense answers the problem of what should be done. Psychologically a sex offender takes a life away by violating the privacy and rights of the individual. It's pain that equivalent to murder of a living person. The death penalty for sex offenders is not harsh. They violated rights that should be taken away. Any murder should be created equally no plea bargain. When both of these ideas are created equally that's you right to life and there equal right to death. When the murder kills the sex offender [in prison it becomes a tax break.
