Why did this guy not go to rookie school? They let any one in rookie school at Daytona.

He was up to something suspicious. The counterfeit license plates in the trunk, the police couldn't find any of his claims to be true. He can't impersonate a police office that's illegal. He'll most likely undergo a psychiatric evaluation which could be why he didn't get into rookie school.
