DeLand ordinance targets aggressive panhandlers

When the occupants of a red car refused to give Curtis Leon Butler money, the homeless panhandler started yelling and stepped into the road toward the car, police said.

This happened to me waiting at the light in front of Walmart, I had the window down and the man started demanding money, the light changed just as I was rolling my window up, but I heard him cursing me.
