WASHINGTON - Residents of at least 17 states are suddenly stuck in the middle of a brewing fight between the Bush administration and state governments over post-Sept. 11 security rules for driver's licenses — a dispute that in just a few months could leave millions of people unable to use their licenses to board planes or enter federal buildings.

Homeland Security Secretary Michael Chertoff said Friday that if states want their licenses to remain valid for air travel after May 2008, those states must seek a waiver indicating they want more time to comply with the REAL ID Act's new rules.

So far, 17 states have passed legislation or resolutions objecting to the REAL ID provisions, many due to concerns it will cost them too much to comply. The 17, according to the ACLU, are: Arizona, Colorado, Georgia, Hawaii, Idaho, Illinois, Maine, Missouri, Montana, Nebraska, Nevada, New Hampshire, North Dakota, Oklahoma, South Carolina, Tennessee and Washington state.

But Chertoff, as he unveiled final details of the REAL ID rules, said that where a particular state doesn't seek a waiver, its residents will have to use a passport or a newly created federal passport card if they want to avoid a vigorous secondary screening at airport security.

"The last thing I want to do is punish citizens of a state who would love to have a REAL ID license but can't get one," Chertoff said. "But in the end, the rule is the rule as passed by Congress."

Chertoff spoke as he revealed the details of the administration's plan to improve security for driver's licenses in all 50 states — an effort delayed due to opposition from states worried about the cost and civil libertarians upset about what they believe are invasions of privacy.

Under the rules announced Friday, Americans born after Dec. 1, 1964, will have to get more secure driver's licenses in the next six years.

We already have a mark ,its called a social security number. when it was imposed on the citizens of our country in the 1930's all the churches fought against it, saying the same end of the world paranoid delusions that you spew along with the other two fundamental religions that share the same god that you hve and the same DamionBABYLON TOWERS WERE DESTROYED MENTALITY.
THis number was only to be used for our retirement fund that we pay into called social security , which we are being told will not be their for the gen x cause the babyboomers generation is using it up.
try to get car insurance or open up a bank account in the private sector without using your goverment ssi number , you cannot!
It is also used in the millitary as a service number since the mid or late sixties(my dad who fought the vietcong,64'-67'(thats all he could take as a gunner,"Get some!"). He remembers when his service number changed. I can only imagine being held captive and during legal interrogation (using geneva convention law), a soldier stating his or her name, rank and service number only to find out later after being a POW that some foreinger has your identity living stateside. Or has it already happened?

I was raised in Church and got caught kissing the pastors daughter in the coat room and that was all the shame we needed to never return and probably banisheed to the lowest rung on Dante;s Mountain for eternity for ever. dont know about mark of the beast..but the feds had to do someting,when states like tn..started giving immigrants a licence with no i.d...buses from new york was comming to tn..loaded with illegal immigrants,,to get tn. licence...thousands of illegal immigrants all over america are carrying tn, driver licence,,,thanks to governer breddson,trying to please big bussines..with cheap labor,,,

I often wonder why soldiers are often referred to as "Band of Brothers" but once they serve and are discharged from the military, they become a "veteran". I never have figured out why one-time band of brothers neglect to band together when it comes to something like the county commission jack-legging the veterans service officer. Seems these vets would once again band together and polish up on their lock and loading skills...
