Open Letter To The Rhea County Commisioner's

I am a citizen, a voter and a tax payer of Rhea County Tennessee, I wish to address you're proposed "Wheel Tax" of $50.00. Now I am an unemployed individual, I have been since 2003, my spouse has been employed for 5 years now and we are living on minimum wage's. We bring home about $1,000.00 a month, and out of that $1,0000.00 a month, our monthly bill's come to exactly $1,000.00 a month, so you tell me where I can fit in an additional $50.00 so Mr. Neal can have his new "jail" and you can balance you're "budget"? If I have to balance my monthly expenses like every other struggling family in this county, then you all should have to do the same WITHOUT raising any taxes or trying to pass "Wheel Taxe's"

You want to balance you're budget, this is what you Commisioner's do, STOP wasting money on parade's and event's for this county, STOP the Strawberry Festival, STOP the Punkin Fest, STOP the Mardi Gras, STOP the Christmas Parade's, the only event this town should have every year is the annual Scope's Trial as that is a part of our county's history and is educational to our youth. Get rid of your iPods and iPads, you do not need them, that's what cell phones and laptop computers are for, much cheaper. STOP putting up new fancy street lights in downtown Dayton, we do not require them. Get rid of the street lights in downtown Dayton, put Stop sign's back up, they are much cheaper and use no electricity to operate. Cut you're own county spending instead of trying to force the struggling citizen's that voted you all into office, remember, we put you in there, we can also boot you out of there.

I will say this now, I refuse to pay any Wheel Tax you propose, I will not pay one red cent as I do not have it to spend, and if that means I can not register my vehical, so be it, I will drive it un-registerd, so the police can pull me over and fine me, guess what, the court isn't going to get any of my money either, so that means jail right?? how??? the jail is already over crowded right??? you can not put everyone in there that refuses to pay, so Mike Neal is out of luck both way's, sorry to say, you will see, majority of this county will side with me on this, you can't force us, get used to that. If Mike Neal can't handle the job of Sheriff without burdening the citizen's of this county, then he needs to resign his job and join us broke people in this county.

Here's an idea for Mike Neal and the Commisioner's to get money, I have been a insured driver in this county for over 20 year's now, and not once have I ever been asked to present my insurance card at any road block's I have ever went through, Mike Neal, start having you're little road block's and start asking for insurance card's and fine the people who are uninsured like you are required to by law, make some money for a change instead of being absent from you're job as Sheriff of this county, or stop whining and crying about a new jail!

Law doesn't require you carry proof, it's already in the computer system.

If your income is 1000 and your bills are 1000 how do you feed clothe and survive? A 50 wheel tax is only about 4 per month.

thats including food and all essentials, I do not care how much it is a month, if you have so much money, pay everyone's wheel tax for them. I'll let ya gladly pay mine, since I will not pay it

I can afford mine, but I'm not a liberal so I won't pay anyone else's. A wheel tax is a simple way to take in capital, so is property tax increase and also levying a service tax on all utilities would be another way to bring in capital. Reduce all political salaries by 15percent, management by 10percent and other employees by 5percent. That along with tax revenues and spending rehab should balance the problem in a fairly quick time. Everybody would hurt a little but it would serve a greater need.

Oh yes you are required to carry proof of insurance!! Police officers or State Troopers are not linked-up to insurance company's files.

Well you find 10 people who side with you on this, cause people are broke these days and have no money to waste becuase this county don;t know how to balance a simple checkbook and stop spending, the whell tax has been voted down 5 times already and will continue to be voted down, we are not paying for this countys mishaps

POLICE HAVE NO DUTY TO PERFORM ANYTHING YOU HAVE SUGGESTED. Even if police conduct a road block, under the guise of a "DUI checkpoint", they MUST follow supreme court mandates or they (as well as their superiors) be held liable for money damages. The act of "inquiring" about insurance is discretionary at best and is entirely up to the officer. Look at it this way, an officer can pull you over for speeding but he doesn't have a MINISTERIAL DUTY to write you a citation, nor even inquire as to if you are in compliance with the Financial Responsibility Law of this state. I respect your position but you are a day late and a dollar short on this entire subject in which you bring. Please tell me how Mike Neal is NOT worthless, Im on these roads every single day, night and day, never see him patrolling anywhere, he is never in his office, he does not return any phone calls, you have his officers to come out on complaints and have them investagate something, they never do it, unless it has to do with a murder, a rape, a suicide or a stabbing, that is it, Mike Neal is a nowhere Sheriff and that's been proven, and now that man is saying he want's us citizens to pay for his new jail, I think not, I will not pay for something I do not use and never will and I will not pay for something that should be covered under the state fund or county funds, I do not work for these commissioners nor the Sherrif, they work for US, therefore we pay thier saleries and I will not fork out any more of my money to cover thier misuse of funding nor thier un-balanced budget and I DARE one of these commisioners or the Sheriff himself to come to me and ask me for my vote, they will get and ear full and a half from me and many other, as I said, Im tired of it, perios, and sorry to say, that when the Finacial Responsibility Law was passed, it was said that there would be a $200.00 fine issued to anyone that does not show proof of valid insurunce, so when are the police going to enforce this law?

I say Mike Neal needs to be like that Arizona sheriff, put them in tent's, cheap, caost efficiant, and no cost to the voter's and tax payer's, problem solved. They are criminals and should have no luxuary's at all, that's why we have over crowding, is because the inmate's get treated better in there than they do out here, go to Wal-Mart, purchase a bunch of tent's and use his PARKING LOT for all the un-used waste of money vehical's he has purchased as a lot for the tent's.

You make some good points, and I'm sorry that money is so very tight for you and your family.

However, some of your complaints are misdirected. The fancy lights in downtown Dayton (including traffic lights) and the various parades are the property of the City of Dayton......not Rhea County. I agree with you that most of the parades and festivals are overblown, but that's not Rhea County's fault.

Ok I will give you that, yes that is part of Dayton City, But these commisioners do nothing for this county or the people in it, look at our roads, look at some of the filthy homes that are here in Rhea County that need to be cleaned up or demolished, instead, what are they worried about? Ipods, Ipads, and balancing a budget they themselves helped create, we the citizens did not make that budget a mess, thats not my checkbook, therefore I nor any other citizen of this county should be punished or held resposible for thier screwed up budget, as for Neal, well that speaks for himself, maybe instead of remodeling his office and the entire front of the Sheriff's Department to suit his fancy needs, he should have thought of his jail first, maybe instead of Neal worrying about Homelan Security junk in a town that does not even require or use that bunk, he should have thought of his jail, Swat Team same way, what in the hell does this county need with a Swat Team, this is Rhea County not Dallas Texas, maybe Neal should have thought of his jail first, again, the citizens are not responisible for a messed up Sheriff, 8 Idiot commisioners that can;t do thier jobs and a budget that we did not create and I will not pay for any of thier screw ups, period!
