Bring back The Chain gangs. Put there butt's out cutting grass with a swing sickle instead of a lawn mower and other people won't want to get into that shape. Swing sickles and bush axes, peanut butter and jelly, and water with just 3 breaks a day should do it.

as long as the goverment allows scrap yards to buy metal with cash money..and no i.d. req...this will only get worse..some guys make thousands of dollars a year tax free this way..takes about 200 pound of copper to make first thousand...metal stole off old trailer,,with a few storm windows stole off your house another thousand...then your air con.unit will bring a couple hundred...20 year ago no scrap dealer would buy stolen goods,,,,but today with our court system..who cares if its stole..
