No, it does not. You simply believe it does.

All things being equal, state and local government employment would fluctuate seasonally, with additional employment for part time/seasonal employees during periods from May through October. If you had ever worked for a governmental entity in your lifetime you would understand this simple fact.

If you had worked for a governmental entity in the past fifteen years you would know that the vast majority have downsized considerably through attrition during the past twenty five years.

If government employment is now increasing in November, it is because there are additional funding sources available (tax revenues) to put people back to work in already existing positions for which funding was previously cut.

Under Federal Law by Humphrey–Hawkins Full Employment Act if the private private is not creating employment, the Act expressly allows the government to create a "reservoir of public employment." These jobs are required to be in the lower ranges of skill and pay to minimize competition with the private sector.
