What's "wrong" is when people get a dog and then turn him into a lawn ornament by chaining him to a tree, or other structure - and then don't give him the time of day.

I agreed you should not turn your dog in to a lawn ornament but when small children are around then the dog should not run free where he/she could hurt the kids.
