TURNER FALLS & Water Problems

I rode all over the ranch above Turner Falls that belongs to the city of Davis on a 4-wheeler. I did not realize that the land inside Turner Falls Park was near 55,000 acres.
Why would the city not think about building a giant lake on the land for water. They could divert some of the water from the creek and fill a lake half the size of Arbuckle and still have plenty of land.
If the water in the creek ever slowed down or worse, dried up they could divert the water from the lake into the creek for the falls during peak times.
