Kids should not be able to drive unless they pay high insurance cost and maybe not until the age of 21. As the ability to drive put their hands on an instrument of destruction if used in appropriately. Raise the driving age and raise the insurance rates for anyone under the age of 25.

First of all, kids DO have high insurance rates! They get lowered by factors such as good grades and taking extra classes. It is pure ignorance to sterotype a person and their driving ability stirictly on their age. I am an EMT and I can tell you that the majority of the accidents that I come accross occur between two middle aged people. I understand your frustration on this unfortunate event, but you cannot punish everyone for a few people's mistake. Remember when you were young, and first got your licence, your first glimpse of freedom, and such. Everyone deserves this feeling and if we don't wish to expose our children to driving than we can do that at our own discretion.

My condolences go out to this young man's family.

It's not like MD has a realistic driving test anyway; all you have to do is know how to drive around a parking lot - not a good indicator on how a driver interacts with others on the road. My wife was injured in an accident just like this one. It's a shame the driver died but maybe he should have been watching the road instead of messing with his Cell phone, stereo, I-POD, etc that people seem to think is more important than someones' life

i am an old friend of Josh and came back to Annapolis to visit family and heard this news. I am very saddened by it. It is frustrating that they messed up the article so badly. Is there any other articles?

My older brother was Joshua William Sims Dale. He died on his 27 Birthday far younger than we had ever hoped for. My brother was 2 years older than me and was a person I looked up to for years. Life isnt always perfect its something we must all deal with. So for the comments about he should be older to get a drivers license, I can only laugh. Most people out there only have your regular drivers test and you come back every couple of years for a new one. I am his brohter and I am a commercial driver. I know all too well about what people do while driving. For all of you that want to comment and say he should have done this or that. You just wait for the time you feel as low as I do and we will see how you take this kind of "talk." You comment and say he should be doing this time will tell. Wait for your children to be able to drive. Mistakes happen and that is why it is called a accident. Hopefully you will never live what my family and I have suffered. Dont talk ill of the dead. Hold my family in your prayers and wish us the best. Brothers love peace Al
