The point is that overpaying the pool staff led to an unneeded expense of $5k in the pool budget that could have been used in the park budget for fertilizer or other turf maintenance supplies. He produced the budget for the park, and pool, no one else. It was not until Trowbridge and Johnson took a closer look at where the money was going that this all came about.
