Fletcher's Law Regarding Equine Slaughter
It shall become the law in the United States that all horses owned as pets shall be microchipped, and it shall be unlawful to remove a microchip from an animal. When an animal is sold, all previous owners must be informed of the sale of the animal through an online registry.
There shall be a registry for these animals from owner to owner and no animal may be shipped out of the country or slaughtered in the United States without all previous owners first being given notice by registered mail, return receipt requested of the horse's impending slaughter for food, or pending shipment outside the United States.
Previous owners shall have the right of purchase at the lowest price for the animal. Sale prices shall be handled by the U.S. Department of Agriculture or other government agency.
