Community Support Services (CSS) is an agency dedicated to enhancing the lives of people with physical, mental, and developmental disabilities, especially through outings such as a weekly group held every Wednesday and Friday. However, there are several very restrictive policies that they have, one of which strictly forbids all clients and participants from being good samaritans. According to information that was secretly read, their policy states; it does not matter if a participant's behavior critically endangers an entire group or the community, it does not matter if the participant is severely self abusive, even to the point of "if it continues for even 15 more seconds, he/she will end up in the emergency room", it does not matter if the participant engages in the worst, most destructive possible behaviors one can possibly imagine, and it does not matter if the 'good samaritan' participant is a complete expert and has successfully calmed down numerous others with those exact types of behaviors witnessed; under absolutely *no* circumstances at all whatsoever is *any* participant or client ever to try to step in and try to aid staff with another client/participant with anything. That includes trying to calm down clients having hissy fits, aiding someone who has lost balance and fell, encouraging participation in activities, and anything else. All of those actions are restricted to staff only, and all clients/participants are ordered to stay out of it at all times and mind their own business, and any type of 'good samaritan' actions by a participant/client will be punished severely.
First offense results in parent/guardian contact and a verbal reprimand.
Second offense results in the samaritan participant ordered to stay completely away from whomever he/she was trying to resolve issues with and is ordered to ride in a separate vehicle from the participant with the issues.
Third offense results in a 3 month suspension from all CSS sponsored activities.
Fourth offense results in an 8 month suspension from all CSS activities.
Fifth offense results in the participant being indefinitely banned from all CSS activities and may even face termination of services through CSS.

More pamphlets/info secretly read in another office at CSS also reveal that participants of all CSS outings are also forbidden to attempt to stop behaviors of another participant that would be absolutely guaranteed to get the entire group kicked out of and banned from ever returning to it's destination place. In fact, this info also shows that under the rules set by the big boss of the agency, all trips/outings through CSS are to automatically and permanently avoid every single destination in which just one person has ever been bothered by a participant's behaviors, or which CSS staff even suspect that a participant's behaviors might have caused commotion for others outside of the group. And that includes activities such as Wednesday Night group, Friday bowling, and all special events hosted by the agency.

Bad news uncovered; CSS has just put a new policy into effect for all participants. The policy reads; "No participant may attempt to guide any lost staff member on any outing for any reason." That means that on any CSS outing, if the staff member driving the van or bus gets even hopelessly lost, even "map king" participants are strictly forbidden to aid the staff member, even if the staff is extremely late back to the center, and being late back to the CSS center would result in the participant being sentenced to life without possibility of parole in the US Penitentiary near Marion, Illinois, or even the participant being sent to the electric chair. The policy also states that even when the staff is wrong, the staff is still right, and even when the participant is right, the participant is still wrong. Absolutely no questions asked! Violators face immediate suspension/expulsion from all future events and even possible termination of services, including respite.

Just got off the phone with a Staff member about this policy; the staff even said; It does not even matter if being late back to the CSS center after an outing were grounds for the participant being sent to the electric chair, or even the guillotine, the hangman's noose, the Chinese water torture, crucifixion, the water board, the gas chamber, or even thrown in to a bonfire, no participant is allowed to tell any staff member of an outing where to go.
