You clearly don't understand the arena of law enforcement. You seem to think that every patrol car riding around has spikes strips in the trunk..wrong. You seem to think that performing a PIT manuver is a commonly used police tactic that EVERY officer is trained on.. wrong again. In fact, most departments prohibit the use of the PIT. AND you say the police let this poor guy lay on the pavement for 20 minutes bleeding before picking him up and putting him in the helicopter..as if the helicopter was waiting in the area. He was not shot because he wouldn't stop...he was shot because he attempted to run over the officers..in two seperate incidents. His weapon was his vehicle. YOU need to get YOUR facts straight.
