Here is the link from the 2nd paragraph to the press release:
http://en.mchs.ru/news/item/434203/
The Russian Emergency Situations Ministry and the USA Federal Emergency Management Agency (FEMA) are going to exchange experts during joint rescue operations in major disasters.

Uhmmm, what does the press release describe,
"exchange experts during joint rescue operations in major disasters"

Uhmmmm, it mentions "security at mass events" but it doesn't say anything about "the Russian Emergency Situations Ministry will also be providing “security at mass events” in the United States".

You really need to make an effort to overcome your
Jargon aphasia disability.

You've answered your own concern but haven't connected the dots.
If experts are exchanged, that means our experts in their country, and their experts in our country.

The first paragraph clarifies an "action" by both parties to provide an exchange of experts during major disasters. The statement does not say a "training program", but an actual disaster.
Providing "security at mass events" includes human bodies being present during a disaster to provide security in addition to other methods. Doesn't say what kind of security and security for who.

Here's the actual text from the news release (no Alex Jones doesn't release news. He releases distortion)-
http://en.mchs.ru/news/item/434203/
<"The Russian Emergency Situations Ministry and the USA Federal Emergency Management Agency (FEMA) are going to exchange experts during joint rescue operations in major disasters. This is provided by a protocol of the fourth meeting of the U.S.-Russia Bilateral Presidential Commission Working Group on Emergency Situations and seventeenth meeting of Joint U.S.-Russia Cooperation Committee on Emergency Situations, which took place in Washington on 25 June.
The document provides for expert cooperation in disaster response operations and to study the latest practices.
In addition, the parties approved of U.S.-Russian cooperation in this field in 2013-2014, which envisages exchange of experience including in monitoring and forecasting emergency situations, training of rescuers, development of mine-rescuing and provision of security at mass events.
At the end of the meeting the parties expressed their satisfaction with the level of cooperation between the Russian Federation and the United States in the area of emergency prevention and response and agreed to develop it in order to respond efficiently to all kinds of disasters.">
Now show where it says - "Russian officials will provide “security at mass events” in the United States," - it doesn't. Like I said before it's part and parcel of RWW distorted twist. goodgodamighty, but some folks are hardheaded.

"provision of security at mass events."
exchange of experts means human bodies; at mass events means either country.

And some folks are just plain stupid.

Thanks for not disagreeing with the facts.
Since you agree:
- Ronnie Ray-Gun was a lying felon,
- who illegally armed Muslim Terrorists, and
- worked hand-in-hand with the narcoterrorists and Panama's Noriega to sell cocaine to American children, and
- paid the illegally obtained funds from the arms sales to terrorists, and the cocaine sales with terrorists, to criminal bandits in Central America to terrorize democratically elected government officials,
Demonstrates two things:
Ray-Gun, and his Right Wing Wacko cronies were amoral sociopaths,
and
your version of a "Gold Standard" as president demonstrates why Right Wing Wackos scare the hell out of Americans who respect the law and the Constitution.
You are wrong, as usual. Next.

Why, infowars is a fine blog... written by a Alex Jones.
Yes,... The Alex Jones ... who claims:
- the U.S. government itself in Oklahoma City;
and
- that Iraq played an important role in 09/11;
and
- and (my favorite), that the U.S. government secretly killed thousands of astronauts and "faked" the Apollo moon landing, which was really several guys in space suits on lunch break from their Las Vegas casino jobs.
(Ok - I added the bit about Las Vegas)
With those impeccable credentials, how could you doubt Mr. Jones ?
The more I see how Right Wingers think,(or fail to do so), I begin to believe we should require a college degree, or some test demonstrating the ability to engage in rational thought, before allowing anyone to vote.
You libroids typically ignore links that are posted to you. Why bother? One of your type actually said that CNN, Wall Street Journal, Washington Post and Huffington Post were UNKNOWNS simply because that looney liberal lunatic didn't agree with the information!!!!! LOL the mentality of a 13 yr. old. Obviously anyone who supports gay civil rights has got to be gay. Just like it was proven that the white folks who supported civil rights for blacks were obviously black themselves made up to look white. Poor poor ricky, he must have been kicked out of VBS for being too stupid. Jebus would surely be disappointed.

An eye opener...What about this information Obama lovers and liberals
These 11 States now have More People on Welfare than they do Employed!
Last month, the Senate Budget Committee reports that in fiscal year 2012, between food stamps, housing support, child care, Medicaid and other benefits, the average U.S. Household below the poverty line received $168.00 a day in government support. What's the problem with that much support? Well, the median household income in America is just over $50,000,which averages out to $137.13 a day. To put it another way, being on welfare now pays the equivalent of $30.00 an hour for a 40-hour week, while the average job pays $20.00 an hour.
Furthermore:
There are actually two messages here. The first is very
interesting, but the second is absolutely astounding - and explains a lot.
A recent "Investor's Business Daily" article provided very
interesting statistics from a survey by the United Nations International
Health Organization.
Percentage of men and women who survived a cancer five years
after diagnosis:
U.S. 65%
England 46%
Canada 42%
Percentage of patients diagnosed with diabetes who received
treatment within six months:
U.S. 93%
England 15%
Canada 43%
Percentage of seniors needing hip replacement who received it
within six months:
U.S. 90%
England 15%
Canada 43%
Percentage referred to a medical specialist who see one within
one month:
U.S. 77%
England 40%
Canada 43%
Number of MRI scanners (a prime diagnostic tool) per million
people:
U.S. 71
England 14
Canada 18
Percentage of seniors (65+), with low income, who say they are
in "excellent health":
U.S. 12%
England 2%
Canada 6%
And now for the last statistic:
National Health Insurance?
U.S. NO
England YES
Canada YES
Check this last set of statistics!!
The percentage of each past president's cabinet who had worked
in the private business sector prior to their appointment to the cabinet.
Here are the percentages.
T. Roosevelt. 38%
Taft. 40%
Wilson . 52%
Harding. 49%
Coolidge. 48%
Hoover. 42%
F. Roosevelt. 50%
Truman. 50%
Eisenhower. 57%
Kennedy. 30%
Johnson. 47%
Nixon. 53%
Ford. 42%
Carter. 32%
Reagan.56%
GH Bush. 51%
Clinton . 39%
GW Bush. 55%
Obama. 8%
This helps to explain the incompetence of this administration:
only 8% of them have ever worked in private business!
That's right! Only eight percent---the least, by far, of the
last 19 presidents! And these people are trying to tell our big
corporations how to run their business?
How can the president of a major nation and society, the one
with the most successful economic system in world history, stand and talk
about business when he's never worked for one? Or about jobs when he has
never really had one? And when it's the same for 92% of his senior staff
and closest advisers? They've spent most of their time in academia,
government and/or non-profit jobs or as "community organizers."
They should have been in an employment line.
Pass this on because we'll NEVER see these facts in the main stream media

oooops, pants still on fire...

http://www.politifact.com/georgia/statements/...

...The writer, Michael Cembalest, examined the histories of nine Cabinet positions for the comparison. The departments they headed were Agriculture, Commerce, Energy, Housing and Urban Development, Interior, Labor, State, Transportation and Treasury:

...Chu headed the electronics research lab at AT&T Bell Laboratories; Donovan served as managing director of Prudential Mortgage Capital Co.; and Salazar has been a partner in his family's farm, and he owned and operated a Dairy Queen and radio stations in his home state of Colorado.

Three other Obama appointees had legal experience in the private sector: Secretary of State Hillary Rodham Clinton, Agriculture Secretary Tom Vilsack and Commerce Secretary Gary Locke. Treasury Secretary Timothy Geithner worked for Kissinger Associates, a consulting firm that advises international corporations on political and economic conditions overseas.

Cembalest said that he did discount the corporate experience of Clinton, Vilsack and Locke. Cembalest acknowledged fault in missing Salazar's business background, saying he would have given him a full point if he had it to do over again. Cembalest said Chu and Donovan did not represent the kind of private-sector business experience he was looking for when doing his study. Cembalest said he did not mean for his research to be used for political ends.
