Jubilee ... what is it and how do I get to participate?

I've just learned what a Jubilee is ... something about the water gets warm and flounder and crabs come up near shore and can be caught with a gig. And it only happens a few times a year, mostly at the end of summer.
Could someone give me a clearer understanding?
And how do I find out when a Jubilee happens so I can see it ... even if I don't grab any fish or crabs?
Inquiring minds want to know.........

There is no way to "find one", you just have to be at the right place at the right time. Or, know someone who lives on the bay that would call you at 2:30AM to tell you one is going on. It wouldn't really do you much good for them to call you, by the time you get there most likely it will be over. They happen very randomly and don't last too long.
