He is a hazard, as well as many others. When you get "up" in years your eyesight fails, reaction time is almost non-existant, you can't hear the sirens around you, and confusion sets in when you need to decide something fast, like APPLYING THE BRAKE! It's sad and a hard thing to give up something that you've done for many years but there has to be a time when you say to yourself, it's time to hang up my car keys.
