And if the land chosen to develop is a poor choice?(as in gets flooded every 4 years?)

Well, all of Florida South of Orlando was (and still wants to be) swampland which was dried up for development in the 20's. People know this and still chose to move down there. Just like the Pacific Coast has more earthquakes and people still flocked there. New York is full of New Yorkers and people still live there.

I 'take a tour of my City' on a regular basis, North to South, East to West, it's called living in the City.
'Useless One' has become a dumping ground for social service agencies, probation offices, soup kitchens, crackheads, and mental cases.
That doesn't include the three City Commissioners that service that area.
