Vehicle ordinance isn't new

I agree with vehicle impoundment for using in a felony or unlicensed driver or vehicle.... but playing music too loud?
Personally, I would rather hear all that too loud music if my city would just remove all those 'freaking' speedbumps that are growing faster than weeds.
