When to water in Pasco County

With all the rain they have gotten this year why don't the people keep rain barrels then use that to water their lawns instead of using the drinking water, water might become scarce and should not be used to water the lawns.
I know people have alot of money into their lawns,I get it and understand that,but I think I would rather save the water for thirst rather then lawns.
