Why are Tag Numbers being recorded at the Dump?

This is a waste of manpower to have each vehicle stop and wait while the tag number is written down on a sheet of paper which I am sure is being entered into someone's Computer.
The dump recycling center is for Chattahoochee County. All the employees have to do is tell someone with an out of county tag that enters is to leave.
Beware "Big Brother is Watching You", Whomever came up with this Idea is an idiot. If anyone knows who it is please post so that I will be assured not to vote for the Idiot in the next election.

Sorry for neglecting this place for so long, I've been busy causing trouble elsewhere.
The tags are being recorded as a means of cutting costs of disposing of our solid waste, which amounts to about $70,000 per year at...ummm...$35 per ton, if I remember correctly. That's 2000 tons from 1200 residences and businesses, not counting the tires and cardboard that's recycled in another way. They want to know who, how much, and how often. I can't say what will be done with the info other than it's hoped that they can use it to curb the dropping of waste that's generated outside the county. For a time, the "recording" was done by students on summer break at no cost to the county.
