This is one of my favorite places, quiet moments, crystal clear water, crisp clean air and beautiful views.
My last few visits haven't been so pleasant, minus the elephants and loins its turned into a ZOO. When upon entering the park a sign says No pets please!! lol I heard 4 different dogs barking ALL day. Blended in with LOUD music coming in 6 different locations sounded like we were at the CIRCUS!! People yelling on top of their lungs across the park calling out to each other and they did't care if they were 10 ft from you. I wont forget about the trash scattered a bout by NOON. Nor will I ignore the conditions of the restrooms, sad.
If I didn't know better I would have thought this place was always like this. Rocky Gap was always a VERY clean place to visit. I have 2 very well behaved dogs that I would love to bring there for a swim, but I follow rules. The kind of element that has taken over the park could careless about nature. Could careless their screaming in your ear. Could careless that there are RULES. Rules are made because of people like this that DO NOT know how to act!!!
I wrote Rocky Gap asking them WHY they allow all there rules to be broken why even have any?? If people are unruly obnoxious and being overly loud they should be asked to leave. Also that the people working there are afraid to say a word so what use are they.
Why are we allowing our State parks to turn into this? I for one am not. The Mayor of Cumberland I will be writing next. HELP SAVE ROCKY GAP STATE PARK... Thx for listening, have a nice day... Peace

We were out there recently and I noticed the same things. We take long weekends out that way to escape that type of behavior. Its a shame as visiting there used to be a great source of stress relief for me.

Another beautiful summer weekend goes by..So folks I went to the Gap again. Upon arriving there to a half full lot at noon, to the same nonsense going on.
Before heading up there I read an article about the resort how their not doing well bookings are very low. WELL take a look around, people are not going to pay $300 a night if they dont feel safe. There is no swimming in front of the resort so you must walk over to the beach area in the park. Once you get there good luck because you will be annoyed! The kind of people that have infiltrated the park DO NOT care about others, NATURE or rules.
Ive found this to be in every state park in VA and MD. I am very sadden by the conditions of these parks and how rude these people are towards others. I have taken pictures of people changing their childerns diapers and leaving it on the shore of the bay and continue to play around the dirty diaper. YES i said something Could you please pick the diaper up and put it in the trash! Help keep America beautiful!!!
I will not sit back and watch any HUMAN being destroy this LAND. Call me a tree hugging hippy I dont care I will protect this land like it is mine and as others should.
This might be exceptable in other Countries but I will not tolorate it in the UNTITED STATES OF AMERICA!!!

Allegany County is located adjacent to Washington and Garrett counties and is bordered by Pennsylvania, and West Virginia. According to the 2000 census, the population is approximately 75,000 with 21,500 of those living in Cumberland. Most of the county is rural and gang activity is primarily in the city of Cumberland.
As in many jurisdictions in Maryland, gangs are an emerging problem in Allegany County, primarily in Cumberland. Police gather information from a variety of sources but it is hard to identify all of the gangs and gang members in the area and to get an accurate picture of how much gang-related crime exists. Gang information is often gathered as a supplemental to other investigations focusing on drug crimes.

Gangs in Cumberland are primarily Bloods and Crips organized into small sects with a total membership of approximately 40+ members. These gangs are dominantly African American and are involved in destruction of property, assaults and drug sales. These gangs include the Rollin 90’s Neighborhood Crips, South Side Soldiers, Queen City Kings and the Cumberland Gangstas. There is little Latino gang involvement; currently there are unconfirmed reports of possible Mara Salvatrucha (MS-13) presence in the area. The Latino population is small but there are a growing number of Latinos working in orchards and poultry farms in surrounding areas. There are also possibly a small number of local neighborhood gangs.

To Rockville Md. Don't worry about cumberland because there ain't no gangs in cumberland. You have enough to worry about with the gangs where you come from. I'm sure there is plenty of ROCK in ROCK-VILLE.

I guess if a kid walks down the street and his hat is on crooked,and he wears baggy pants he or she is automatically stereo-typed as a gang member. I guess the same thing probably happened back in the 60's. If a person had long hair and wore a peace sign on their shirt they were probably stero-typed as dope smoking hippies.I SPOKE to a person who is well connected with Rocky Gap and they told me that they have not one time ever seen nor heard about any gang activity there at all.

South Side Soilders was a fake gang made up from a couple of white kids it was a joke, as for the other yeah there are gang members every where these days true ones an the fake wana bes that make their own little gangs not truly affiliated with the "realdeal". Cumberland gansters aint real just some more kids tryin to immate it even tho this is how most gangs get started an these people also commit crime dont mean they are a true gang members. Also prison lol of course there are gang members its thanks for the prisons here that their family members want to come live close to where they are(plus cumberlands a safe cheaper place to live from where low income are from)...i would to. Listen gangs are not a problem in cumberland as much as anywhere else crime is there no matter what its human nature when you cant get a job need to feed a family or have a drug a problem or w/e brings some one to commite a crime people are gona sell drugs, steal, kill it wont ever stop an its like that all over the world an gangs are just like mini goverments they can be stoped some day but another will take its place. Gangs will always be one place or another, all i have to say is in the end you have to watch your own bacs cause no one will not even the police that are suppose to protect. If you ask me if their are or arent gangs basicly this part of maryland is asking for it, lets face it like i stated Prisons,Cheap liveing enviorment,safer here, an its all pretty much untouched by real gangs. First of all that article was from your town newspaper and your talking out your pants because you have no proof that it isn't true.
I came on here with no bad intent or to even unveil a possible gang problem.
I advise you to go do a little research like I just did.
Why would Cumberland need a grant from the GOVERNMENT on gang prevention of $67,000 if there is NO gang presence?
What I just found out is its women gang members makes good sense move closer to there B/F or homie that are in the prison.
Also its easier to get welfare section 8 ect in Cumberland, there's no long waiting list like most places.
But all said this has the potential to turn into a situation.So I see why they are receiving this grant to stop it before it becomes full blown.

People like you don't help,are you a landlord to low income housing?

I'm concerned about what has become of RGSP.
I will be at the park this summer giving the park Ranger an ear full if needed.
I might even YELL out that immigration is in the parking lot..LOL...ICE!!!

I knew you would write back somthing obsserd. Im a home owner, im not a landlord, an im nothing else that would concern you. Ok first off the south side i know the kids that where accussed of being in a gang, heres the story. All right about 4 or 5 years ago there was a post in the cumberland paper about gangs it was big news cause really its the first to hear about it, i was in the 10th grade so i was going to school with a small portion of the kids considered to be a gang, an this is what happen some kids got caught with some drugs an the cops raided their house well they found a computer at their house an they had a bunch of pictures of them an there friends dressed in black an giving fake gang signs(It was a joke) i was not part of this click but i had friends who where friends with them, an you know what happen after that cumberland police started profileing every kid in that area they would stop them take their info like they would a real gang member an affliated them all to the kids that got busted with the drugs then they assumed that it was a real going gang...so drive down to south cumberland see that hugh gang lol its pretty much dead there in that area. Just cause they have baggie pants, hats, wears a certian color and has alot of friends dont mean their in a gang honestly the gang look is instyle you could say rap and hip-hop have a very simalar look dont you think? An what are you a racist, im not black or mexican, but i have alot of friends that are an just cause you see a bunch of mexicans at the beach or a bunch of black familys in the park dont mean its a bunch of gangs moving in lol. The Grant thing i love if some one brings this into a conversation, see your missing the big picture that the grant is to maryland(which has gang problems in b-more,fredrick, ect..) not just cumberland they got a portion of the overall grant cause they used all the press, and the gang profileing to prove that there are gangs here, so i dont know if you noticed rigth around when they got this money the police had new cars, getting paid a little better, new gear an for what a new cars not gona help solve the gang problem...they could catch them just fine in there older cars :). So lets go over what i said 1.The cumberland police department put togather some crapy gang profiles with some glue, scissors, and some fingerpaint 2. they post some crap in the paper to get the community worried(did i also mention the communitys so board they will beleave anything) an then they beleave an have community citizens help confirm whats goin on. 3.Yaaaaa They got the grant...new cars, new guns, "new police department", yeah they are working real hard about the gangs, so lets just use the church to help thats free. 4. People like you think its real cause you see people that look like gang members are hangin out, an in your mind which is fooled by media an the police that there are actually gangs takeing over cumberland 5. Anyone who thinks cumberland is being over taken by gang members is crazy its being over took by poverty, an all the media that infullences young kids to act out an play gang member if any thing now the kids who where playing gang member feel more like one an will be a little bit braver to commite crimes so if anything the police an the media made it a little worse, cause now you have these wana be inocent kids become somthing that they shouldnt, a criminal in anyway. I never started this thread about gang members, so lets make that clear.

Again I will ask have you been to Rocky gap state park lately? The answer is obviously No.
Blacks, Whites and the Asians well they all disappeared, to scared.

As for me being a racists LOL I am against anyone that does not know how to act, that treats nature with no respect and has no concern about littering this great land. Can ya hear me now!!!

About 5 6 yrs ago at noon you could not find a parking space at the gap,it was filled with people from every nationality.
Why so empty now, out of control people, did I forget to mention the fight that occurred one day. I guess I must be a tard not to know what I was seeing. I must of been nuts the day the drunk man was pulled out of the water.

I wasn't sure what was going on there until I read another thread from your town people recently. The ones who see things for what they are.

As for what you think the grant was suppose to be for, your wrong. Its not for anything you said it would be, a violation would be given for not using the grant for what it was intended for.

Police have identified 130 ‘known associates’; crimes becoming more serious

CUMBERLAND — They aren’t on street corners displaying their colors, selling drugs or recruiting. Or then again, maybe they are.

More than 30 people who gathered to listen to Cumberland Police Sgt. David Biser and Cpl. Andrew Tichnell and C3I Detective Roger Plummer were surprised to learn the amount of gang activity in Cumberland.

Because of this growing problem, the Cumberland Police Department is taking the lead in making citizens aware of gangs’ influences and what to look for to alert law enforcement to possible gang activity.

That was the theme of a presentation Thursday before the Allegany County Chamber of Commerce at Allegany College of Maryland.

About half of the people in the room raised their hands when asked whether they thought there is a gang presence in Cumberland.

“A lot of people think this is what our gang activity around Cumberland is like,” Biser said as he showed a cartoon of Bugs Bunny drawn as “Scarface.”

“But if you want to learn about gang philosophy, how they think, what they do, why they do what they do, watch that movie. That’s what we’re dealing with, it’s that same kind of mentality.”

Biser showed another slide of the “Sesame Street gang,” which he said is what the other half of people believe the gang activity is like.

“It’s a much more serious problem that we have,” he said.“We don’t have a problem like Baltimore. We don’t have a problem like L.A. or New York, thankfully. Part of that is because we’re a closer-knit community. Because our area is built differently and smaller, they handle themselves differently.”

Biser talked about gang mentality and why people join one. Many reasons related to the need to find friends and family for life. Members are also lured in by the idea of having respect, power and money.

He said many people who join gangs are males, but females also join. In Cumberland, many of the females are associates — used for their cars, as a safe house and as a place to hide drugs and money, Biser said.

He said gang members aren’t just “stupid kids,” like many people perceive them to be. He said gang members are very smart and, when given a purpose or goal, they will attain great heights.

Police have obtained letters written in an intricate code that gang members use to communicate. Gangs also use hand signals and symbols. Police have begun looking for gang affiliates through clothing.

“It’s not enough for a group of kids to be hanging out together,” he said.“There has to be some type of criminal activity before the police can say we have a gang. Before the police get involved in it as a gang issue, that crime element has to be there.”

Tichnell continued the presentation, talking about how to identify gangs. He said many gangs have colors and symbols they use, such as Crips, who wear blue and bandanas as flags on the left side. The Bloods wear red and hang their flags on the right.

“They’re trying to outsmart us more and more everyday,” Tichnell said.“If I was a Blood and I didn’t want people to know it, I might wear a piece of red yarn around one of my shoelaces.”

Both Tichnell and Biser said the gang problem is coming from out of town, but also locally. They said national gangs in Cumberland include the Bloods, Crips and now a small showing of the MS13. Local gangs are the South Side Soldiers, Wise Guys, Murder Posse, the Black Gorilla Family and the Latin Kings.

“This young gentleman is from L.A.,” Tichnell said, showing a picture of a man in an L.A. hat who was once in Cumberland but has since moved.“This is the real deal. He brought the philosophy, the lifestyle from Los Angeles. And he’s teaching our kids the way of life.”

Tichnell continued through many more slides of gang members accompanied with stories of assaults, drug deals, shootings and arrests. He passed around a binder and notebook paper covered in gang graffiti by youth in middle and high school.

Biser said the most active part of town is the South End, particularly around the Virginia Avenue corridor. However, he said the public doesn’t necessarily need to be afraid.

“Most of the time their interaction with you is minimal,” Biser said.“They don’t come to you to recruit you. They don’t come to you to commit random acts of violence. They don’t randomly engage in violence, they have to have a reason for it.”

Biser recommended treating potential gang members with respect, like a human being.

Cumberland Police Capt. Kevin Ogle said 130 individuals in Cumberland have been identified “as known gang associates.”

“In addition, we have identified 21 different gangs that have at least one individual associated to it,” said Ogle, who cited two “high-profile” cases in the city in which gang members were involved.

The first was the June shooting on Pulaski Street that left two people wounded and resulted in three arrests within minutes of the incident. The second was a robbery at the Hillcrest BP and a robbery and assault of a man in the 700 block of Columbia Avenue. Ogle said the same person was suspected in both incidents.

In 2007, 53 complaints were gang-related. Three of those were robberies, while the rest were mainly vandalism and destruction of property, Ogle said. In 2008, there were 54 complaints, with three robberies, three breaking and entering and approximately a dozen assaults. There were also reports of drug possession, vandalism, destruction of property and trespassing.

“It looks like the amount of complaints are relatively the same in the last two years, but the severity of them are becoming more serious,” Ogle said.
