false advertising and food safety

when a store advertises fresh turkey does it mean that the poultry has never been frozen? Is it normal practice for a grocery store to have to thaw out their fresh turkey? Is it also normal practice to find outdated items on your grocery store shelves? I was just wondering I am not pointing any fingers, but that is what I have found in cuba
