I'd like to see the City of Horse Cave hire someone to do a monthly animal census. LOL How do they even plan to enforce another law? They can't keep up with the ones they have now. Most cities that have limits on animals start them at 4 pets. From the article it sounds like any more than 2 would require you to have a special kennel liscense at a cost of $251.00. What Horse Cave needs is a Spay/Neuter program and maybe a local animal shelter.

I think its just a matter of certain PEOPLE who have tons of animals chained around their houses (ironically usually vicious animals) to protect their DRUGS! just hearing thru the grape vine, i know a lot of people have had problems with dogs running loose when horse cave is supposed to have a leash law. theres a dog just across the tracks who chases almost every vechicle that goes by up the road. people in horse cave have no respect for others. why would you even want a dog if you just kept it chained up? dont people know it just makes them mean when they stayed tied and all you do is pitch food at them every day? i think that is the problem they are trying to emliminate, but its gonna suck trying to enforce it.

As I am reading it, the kennel license is a secondary issue in the ordinance ... the "real" issue behind this is that someone is upset that a cat used their yard as a litter box.
So, what I want to know is ... - How are they going to determine which cat left the offending deposit? - Will all cats be rounded up for DNA testing? - Will they give lessons on how to leash a cat?
But most important is ... - Don't they have more important issues to deal with tahn cat poop in someone's garden???

I went to get a copy of the proposed ordinance. Only 2 pets allowed and the 'Special Kennel' permit(read TAX) is 251 PER year. There's no real plan to enforce this from what I can see it will be arbitrary as usual... There is nothing on the plan as to what to do with the strays and homeless animals currently in the city either or what will happen when people who cannot afford 251.00 per year let their aminals go.

nothing bugs me more than just cleaned up my truck and next morning they are cat paws on it next morning thats what burns me i love cats and dogs but dang it some pet owners needs to keep them inside or in a pen
as for the city if you are not going to inforce it no need to pass it

I can understand some of these comments, however, when you are living beside the animals with NO breathing room from the neighbors backyard, it becomes a major issue. You cannot walk onto the front or back porch without smelling dog poop from five big dogs fenced in beside the porch. Since our living room window is literally connected to their backyard, the dogs sound like they are in the room with us. Barking is the other problem. One dog...okay...five dogs...very loud. The breed is known for becoming aggressive without warning. If we have someone working on the house, they have to go into this backyard to get to the side of the house. It would be different if they were outside city limits in a somewhat isolated yard, but houses in town are too close in proximity to have that many dogs outside in a small enclosed area. I have heard many neighbors complain of this problem as well. I have a dog myself that lives indoors, so I know how being attached to a pet can be. BUT if you already have one or two dogs outside, don't keep bring new dogs to the mix. I don't like to complain and haven't until I read this! Neighbors are very nice, but still need to be considerate of people/neighbors around them when you are that close to other people's homes. It affects everyone around you.

As for the cat issue, I think the problem there is NOT the owners that have one or two cats that HAVE been spayed or neutered, but the owners who have six or seven cats (or more) running around. They are having kittens which ups the number of cats running around the neighbors yards and leaving an excessive amount of waste. I really don't see one or two cats as becoming that big of a problem. It's people who don't control the number a cats they have and who are not taking precautions to prevent their cats from having more kittens. Unless you are living with the problem, people don't understand the reality of it. Bottom line...spay and neuter your pets!

And this is exactly why the ordinance was passed. I think everyone can agree animals are not the problem, it's the irresponsible owners that are the problem. I love dogs and cats, but have not owned one since my last one died about a year ago BUT, our neighbors have so many animals and they let them poop in my yard, so I have 2 pair of shoes in my mud room waiting to have poop scraped off of them. no you could be like the city worker david bunnell and just hit it in the head with a hammer and then bury it while it is still alive. this is awful he should be punished by law this is just plain cruelty and how long has this been going on for quit awhile i hear. yes people should take care of their animals this i do agee, i would like feed back on what you all think should be done to david bunnell i think if the city brings him back they are no better than he is

if this is true i hope they do the right thing and fire him. i have heard he does not do very much work like some of our city workers i hear he watches others work and that is it!!!!!!!!!! KILLING CAT THE WAY I HEAR HE DID IT , HE MUST NOT HAVE A HEART. FIRE THE MAN AND LET HIM EAT WITH THE BIRDS
