I'm convinced the reason is because between repeated traffic and court fines, subsidized and required drunken driving programs and defense attorney fees, DUI charges and resultant expenses are considered big business money-makers. Believe me, if the state wasn't making money on it somehow/some way, it wouldn't be going on at all. It all boils down to the money box and whoever is involved in the associated lobbying process.
