from the looks of it. this program is in many ways no different than the "Fare for All' program run by the Emergency Food Shelf. where anyone rich or poor can come and buy food for their household. no need to be on assistance to buy. and one can save up to 40% on their food budget this way.
.
both programs rely on volunteers to help out.

at both programs. one has to pay cash to get the food. it isn't given out free.
.
it for many families is a good way to get food cheaply. since some farmers tend to raise their prices at some of the farmers markets. and some of the tables at the various FMs are being held by professional businesses.
.
plus, many folks live in areas that do not allow for gardens. some are restricted by HoAs. some by renter's leases, some, due to the fact they have no outside spaces and they think thay can not grow food.
.
one thing that could be done. is to at all the sites. is to hold classes on how to grow your own food. be it via a topsy turvy, hydrophonics, rain gutter gardens.

A: A variety of things can be grown in the Topsy Turvy® Tomato Planter, including fresh herbs, zucchini, eggplant, or a variety of peppers.
.
http://save.lovetoknow.com/frugal-kitchen-win... Many herbs, including basil, mint, oregano, thyme, and rosemary, grow well hydroponically.
.
http://lifehacker.com/5398310/turn-a-sunny-wi... Just because you don't have a backyard garden doesn't mean you can't enjoy fresh greens. Put together a hydroponic system in a sunny spot based on the designs of WindowFarms.org , and you'll have fresh greens all year long.
.
http://www.countryliving.com/outdoor/rain-gut... How They Work: As these rain gutters (planted with euphorbia and creeping wire vine) demonstrate, salvaged finds can double as excellent, and unusual, vertical gardening systems.
