anyone asking for money on the downtown mall should have to get a permit or business license like everyone else, all the street vendors, performers, and businesses have to have this, panhandlers should not be considered above the law and may still speak freely as long as they are not soliciting.

I agree with your statement Logic. I can't believe that the courts are wasting there time with this. These beggars have 90% of the mall to beg on and they want to be able to beg where the cars cross thereby making it much more dangerous. If the city loses the court case can we put a point system in place and if you hit (purely by accident of course ) one of these moronic beggars you the driver cannot be charged.

The bums may ask, but I won't be there to give it to them. Nor will I give the denizens of the nearby housing projects the satisfaction of attacking my family again. buh-bye, downtown pedestrian mall. I can spend my time and money elsewhere, thank you very much!

I have another idea. If the City loses and these beggars get to stand in the crosswalk obstructing traffic so they can beg for money because they don't want to work, can we have volunteers standing near them with signs telling people not to give them money because they have been offered work and job training and refused it if they have. These beggars want attention, well give it to them. They might not like it.

Great picture accompanying this article. Kudos, NBC29. It shows exactly what is wrong with Cville and the downtown mall. Here is a woman, appears to be able-bodied, owns a dog (which is not a necessity for staying alive), lighting up a cigarette which will result in health problems, begging for money. Please tell me why we should enable this by giving her our hard-earned money so that she never has to take responsibility for herself? If she can't afford to take care of herself, she shouldn't have a dog and certainly shouldn't be smoking.
I stopped going to the downtown mall a few years back because of the panhandlers and the creepy guy who kept oogling my 8 year old daughter. This photo verifies that nothing has changed to make me want to return.
Jeff Fogle is a plague on this community with all his frivolous lawsuits. He ranks up there with Dumler, Halfaday, Neff, Szakos, and crowd.
There....Now I feel better now that I have exercised MY freedom of speech.

This has nothing to do with money. It is about 1st amendment right to free speech. There should be no difference between a sign requesting help for the Salvation Army as it is for the Alzheimer's Association as it is for a homeless person. It is your choice whether you donate to any, all 3, or a combination.
To me all 3 of these examples of signs are protected free speech under the 1st amendment.

belmont blu- it's different because the panhandlers are private citizens and keep the money they collect for their personal gain without paying taxes on it, while the Salvation Army and Alzheimer's Assoc are non-profits, which must meet strict state and federal rules and distribute their earnings.

People wouldn't be so against panhandling if they were civil about it and just held a sign. But some (not all) are very aggressive, harassing the patrons of the mall, are drunk, on drugs, use foul language (yes I know, that is their right also) and are a public nuisance and have made it a hostile environment.

Whew, that was a close one. If Fogel's Five were to stop begging it might put Schlitz Malt, Hurricane, Olde English 800 and many others out of business---not to mention Lucky Seven. If you don't believe me take a look at the Charlottesville district court website and see where Fogel's 40 ounce fraternity spend their hard earned beggings. More than a few of this group have their faces on the Lucky Seven Wall of Shame and for very good reasons.

As for being homeless that is a crock since none of these clowns sleep outside and they are all on the dole one way or another. Just ask their mall peers.

there is one couple(short and fat, couldnt be starving) that beg down there, that i have seen park their late 90s 4runner 5 blocks from the mall then walk down to ask for money and then there are those that sneak up on top of lucky 7 to drink until they need mo money and go begging again. GAJ (get a job) I dont mind that old guy that plays music at least hes not a dick if you dont give them money, I never have and never will, oh and that old guy with one leg on the corner? hes got a nice apartment with a dozen animals

Many can be seen on the Sex Offender Registry at the Virginia State Police website. One of the so called victims, John Wayne Jordan, has over 130 cases to his credit on the Charlottesville district court website-----lots of public swearing and intoxication, public urinating and related charges.

If you beg money from people and buy beer with the proceeds only to urinate where the donors will walk through it I guess that counts as a complete carbon cycle for living green. It's obvious the Appeals Court has never seen the faces at Lucky Seven.

just walk past them, people. avert your gaze, bite your tongue and just keep walking. it's like hearing something on the radio you don't agree with...you can tune to another station or turn it off, but don't have to get rid of the radio. these people are there...accept it...and move on...if you don't want to give them your money, don't. but don't be afraid or stop going downtown because they are there. this is your town, too.

Better yet shop in the county. If one of these welfare darlings should touch or cough on you it could all be over. The retired nurses in my neighborhood tell me that these specimens are carrying infections that haven't been named yet. That's why it's so funny to watch the local do gooders and college students hug them. Encourage them to do it more often.

I am all for helping those who are down on their luck, if, and only if, they are interested in bettering themselves and attempting to improve their situation. These folks are not. They are quite content with the status quo, living the free life while someone else provides for all their needs.

Nah, more efficient and safer just to drive right past the downtown mall on out to the county. Can't think of a single thing that I need from downtown that I can't buy out on 29N.
