Law remedies old claims by Native veterans

Was there any discussion of how much money we are speaking about here? It can't possibly be that much money, yet the state gov wants to spend good money in a fading economy to investigate possibly inaccurate withholding of taxes on veterans that would otherwise be time-barred because they are Native Americans? Am I the only one who thinks that sounds silly?
If it is a matter of fairness and the cost has no meaning, why not just drop the time limits FOR EVERYONE for such claims. If that is not good enough, how about for all veterans?
