You're an ****!!! You can honestly say that you have never passed on the right????? Accidents happen every day. This was an unfortunate accident
I only did it once. I turned right in a lane that was plenty large enough to be a lane. Everyone else turns there as well. I was given a ticket for passing on the right, and guess what? They changed that lane into a legal lane a very short time later. I now avoid the intersection. I watch for others because they have a lot of other lanes in the area that are more then large enough to use as a regular lane.

Concerned Friend, I never, ever pass on the right under no conditions. The one time I did, I thought it was a regular turning lane and now it is.

This was a preventable stupid accident. Five cars in both directions were stopped for these children. They waved them across. Some of the kids walked across thinking they were safe. This idiot came down the road and didn't slow down according to witnesses. He pulled over on the shoulder to pass, thinking he could get ahead of the cars stopped. There is nothing to argue about, he broke the law passing on the shoulder, and killed an innocent kid. I can't believe some of the posts here, from blaming the kid, to trying to argue the proper language of the law. A 3 year old was needlessly killed.
And he should go to jail for the rest of his life.

You can say that again. Almost everyone in the left lane goes way over the speed limit by at least 20. The time I notice it the most is when a huge mack truck is going way over the speed limit with no signs of slowing down - even if someone is right in their path. The trucks do that to bulldoze anyone out of their path and sure enough - no doubt they're seen in the rear-view mirror right on your bumper and you either move or have a huge truck climb up your backside. I half hold my breath when I see that. What are these drivers going to do one day when they're too close and going way to fast to stop? I hope I never see that accident happen.
