Harris County Building Permits for Homeowners

Has any individual homeowner wanted to do a simple addition to your house?

Being new to Harris County I started looking through many of the City and County websites for a homeowner building permit and codes for same. What an ordeal!

Try Googling for Harris County Building Permits - you get a lot of trash and no help

Finally find http://www.eng.hctx.net/default.htm - no simple step by step for homeowners just try to find out how to get a permit to add a Sunroom or bedroom from here!

Not only do they make it almost impossible to find once you do find the permit site information you can't do a simple application you have to hire an engineer, provide blueline plans and then submit them then pray they ever get around to review. This is obviously set up for NEW CONSTRUCTION BUILDERS and not the general population.

Being a professional service customer service advocate for years I would like to take the opportunity to make Harris County websites and processes user friendly and FOR THE PEOPLE - Good Lord what a terrible experience and image for our county.

welcome to houston. the harris county permit office can be the easiest and the hardest. a little remodel should not take over 45 minutes if your plans and application is correct (prepared by a professional). if you do it yourself, it may take 3 weeks because of errors and review time. i am a professional designer. i may work on a project for 2 weeks before going to the permit office. i have an appointment with a plan checker. they review my plans in front of me. they ask questions and look on the computer. if everything is ok, you go to the cashiers window 30 minutes after you got there and pay for your permit and leave. you sort of get what you pay for. it is sad that the system is so confusing that a regular person can not get their own permits easily, but that is because of all the state requirements the county must follow. the state of texas is who you should be up set with. 90% of the county people are good nice people trying to hold on to their jobs. they do not like the hassle any more then you do. truthfully many people do not even get a permit. it is a good idea to get a permit if you have insurance and want the insurance company to pay if there is a accident. they will not pay if your building has been modified with out a permit and inspection. i hope this helps a little. that is the reason.

Building permits is a complex process in Houston and Harris County. I own a permit expediting service, for a fee we get your permits form the City of County. Most homeowners do not realize the importance of a permit, when uncle so&so builds be just builds however he pleases, right or wrong. With codes and permits(in theory) buildings are build to a better standard. Having been a Professional Inspector for over 20 years, I have seen the reason for codes and permits. The average person does not have the knowledge that to "correctly" construct a home or building, that is why they need a Professional to design and inspect. We are better with building regulations than without.

james make his living off the ass backwards harris county regs, just a reminder. a recent quote for a 3200ft bldg was 8500+permit fees + 1/2 acre of land for detention because it's on 3 acres in far northwest harris county. how much did your association pay lobbyists to get this changes pass(2005)

Just recently graduated and started working in this field as a CAD guy. It amazing to see the fees racked up by a simple room addition or covered patio. I agree we need standards and regs but its sometime ridiculous.

Texas needs a comprehensive contractor licensing program. It would not only protect the consumer but gives the contractor legitimacy.
There are many ways of licensing legitimate contractors. Virginia has one of the best programs that does not involve government overreach and still has some teeth in it for regulating contractors.

We have offices in Virginia and now in Texas. I have found that the licensing program in Virginia keeps the fly-by-nights from being able to do work and during natural disasters keeps rogue contractors out of the state. There are testing procedures for basic construction knowledge that have to be taken and passed to obtain a license. There are also different levels of licensing. If you are going to license electricians, hvac and plumbers, then builders should be licensed also. As a builder I would support licensing in the state of Texas.
