I don't agree with school paddling but, could the problem be that maybe they act up more?

If a school is all black or whatever minority is it considered racism, if those kids are punished?

Thought paddling was illegal.
Parents do not set limits. They probably can't control their kids without paddling them.
The ones that suffer are those waiting for instruction to continue in the class. Disruptive students STOP the learning.
The constant reminders: Billy stop hitting Joey with your book.
Sit down Susie your blocking Annie's ability to see what is being shown. Stop fighting Henry, keep your hands off Louie.
This constant interrupt (and ofcourse MUCH more severe than the few examples given) hinder the momentum in the classroom.
The minute an instructor stops the presentation and has to intervene the REST OF THE CLASS has to suffer because of 1 or 2 students.
It just ain't fair. Everybody suffers because of a few.
