Please understand that a raise in sales tax will not effect Food, cars, or prescriptions. It is on clothing and other items. The group that came in to the work session and spoke about the T.I.F.s & Business Districts stated that a 1% difference in the sales tax doesn't turn away customer based on there research. This is why we should look to exploring and supporting the new mayor on his raising the sales tax in the City. We may have to look at having a business district on Weber Rd at the empty strip mall that is in bankruptcy. The money generated from a business district there will off set the work that is going to have to be done to fix the Road that was built to SMALL. YES it is to Narrow and therefore no permits can be given to the strip mall due to this and other issues the developer needs to clear. So you have a higher sales tax on those business that wish to go in and the customers that go to that mall will pay for it. You Raise the sales tax to generate income for the city so that all that come into the city are paying for the services used here and you CUT the utilities tax out cause home owners can not keep caring the bill here in the city. Just get ride of it! These sale tax and business district are then voluntary in most cases. You are not tax something people must have to live in most parts. You decided to get a new pair of jeans you pay the tax and the city tax is still lower they other cities around. Last you need to look at exploring a T.I.F. district on Broadway. You need to keep the T.I.F. Very narrow and tight on the land that is included in this. All amounts of money the other taxing bodies are getting will continue at the rate they are today. In 3 to 5 years you hope the pot of money comes up to a point to be able to start buying up bad properties in that area or other things the fund can go for. This is what needs to be done.
As for the money given away to Menard's and Food For less. Business like these know that they generate large amounts of tax dollars and they will don't come in with out some kind of tax rebate to off set construction and other costs. However I do feel that there were way too much given back to these business. So you have to decide given these business nothing and they go up the street. Give them every thing and you might as well not have them in you city. It helps to have someone that knows the market and can negotiate in these moments in charge. The city has been screaming for the longs time that we are the lowest sales tax in the area and it has done a thing. Is it not a bad thing to keep doing the same but expect a different out come.
