Tracing IP Addresses - Made Easy

The whole purpose of this tutorial is to help aid some you in the tracing of IPv4 addresses through the internet.This seems to be a common theme around this forum and I believe it should be confronted properly.
Let's ask the following questions:
Has someone upset you over the internet?
Do you want to trace an IP address?
Are you friends/family/or a member of our local law enforcement?
If you answered yes to any of these questions, you will not be successful in tracking down someone with their IP address.
The local sheriff's department does not (probably due to computer literacy and incompetence) track down IP addresses. You'd have to get access to the Cyber Crimes division of the State or even Federal government to come in and trace the IP address for you.
This leads to a slight problem:
They're usually busy fighting off real attacks, hackers, and cyber criminals - not someone who "bullied" or "libeled" you. Grow up, get over it, and ignore what people say on the internet because you really can't do anything about it.

Furthermore, 99% of folks have dynamic ip addresses. Simply put, Lumos and shentel reassign your ip periodically, and it most likely changes each time your reboot your modem. Yes, they would maintain a record of each individual ip, and it's changes but a warrant would be necessary to obtain that info. Unless there is imminent danger...forget getting the info

There's programs to tell you the ip assigned at the time, but it's always changing.
