The real story is Tolich was called in because he was about to be a subject of an investigation where multiple females in the department have been complaining about physical and sexual harrassment against him. Chief Wills told him its best he retires because then they wouldn't be able to do an internal affairs investigation against him because he would be retired. In other words...CHIEF WILLS IS COVERING UP A SCANDAL THAT HE WAS AFRAID WOULD GET TO THE PAPERS. Just ask the female employees at the PD how perverted he is.

The chief and his command staff have made remarks in briefings that they will make any investigation against them public. therefore, officers at the department will likely not talk to an investigator because they fear the rath of the chief and his staff.
Chief Wills:
He had an affair with past finance manager Carol Fox when he first arrived at WCPD. He would spend late hours in her office at City Hall.
He is also accused of having an affair with Erin Hoppe who works risk management for the city.
Most recently is the affair with City Chamber of Commerce Official, Carolyn Chacon. During this current affair she filed a vandalism report against her adult step children for scratching her car.The chief drove her (as a victim) to the residence of the suspects in his city vehicle on duty while the police made suspect contact. This is highly not done in normal practice. This was witnessed by Officer Hernandez and Officer Convento. She then filed a police report against her husband for raping her. As you can see the chief is dating a victim in a crime from HIS department and it is public and looks bad on the department This behavior is unacceptable for a high ranking official, the Chief.
Carolyn Chacon's daughter was in a traffic accident several months ago and fled the scene. She returned a short time later and didn't have her registration or insurance. Of course she didn't get a ticket because she told the officer that her mother said to tell him that she was the chief's girlfriends daughter. The officer was told to write the report as the girl not at fault and the traffic corporal saw it the next day and made him change it back.
Wills has also been using his department email to write inappropriate love emails to Carolyn Chacon. During the time they were married to other people he accidentally sent a series of emails to her husband instead of her. Luis Chacon can testify as to the content of these messages as well as the time frame to search for them on Wills' department computer. This is poor behavior for our police departments role model. Who are the rookie officers supposed to model their behavior after when this is the role model and leader the city manager condones.
During the investigation of the convicted rapist Conklin, Wills took Conklin's mother to lunch. Her name is Vivian. The mother was a suspect in the case for hiding evidence to protect her son.
Lt. Mitchell:
Mitchell was accused years ago as a patrol officer of falsifying something in a report and there was a time when the DA didn't want to file any of his reports.
Mitchell also had an affair with a WC fireman's wife and always joked about it after they got married because the fireman's name was Mitchell too and she didn't have to change her name. her name was Cheryl Mitchell.
Then while he was a field training officer he had an affair with Elsa, his current wife, while his other wife , Cheryl Mitchell, still worked for the department. There was even a day that Cheryl wanted to meet Elsa at the back door of the station for a confrontation. Ok, is this how you teach your Lieutenants to act Chief Wills???
When Mitchell was a traffic sgt. he sideswiped two cars in Irwindale. He ORDERED one of WCPD’s motors (again not normal practice) to take a report stating the other motorists were at fault (even though he was.) Apparently no one knew about the accident until about 6 months later when the City called the department wanting to know why the insurance companies from the motorists were offering to pay when it appeared Mitchell was at fault. Mitchelll got 2 days off for lying, not reporting an accident, ordering a subordinate to falsify a report,etc. Contact the motor officer who was the motor officer ordered by Mitchell to write the false report.

Lt. Tolich;
There are at least five victims, but we are sure there is more. If the paper gets a hold of this it will be horrible. Tolich was writing very sexually harassing messages to a department female asking her about her sexual experiences. She was offended, but as you can see in the department if anything is said it gets covered up and whoever complains against other officers is ostracized.
Tolich also was asking a new employee, what her bra size was and saying sexually suggestive things to her as well.
Another departmnet female we know about. He was making sexually harassing statements to her and even touched her leg at one time. He also had car computer messages to her when he was her sergeant, emails, text messages, and phone calls.
Cmdr Taylor:
It has been said that Taylor is currently seeing one of the female deputies,“KC”, from Citrus Court. He has been seen meeting with her and texting her (department cell phone.)
Officer Ray Perez was his trainee. During that time Ray Perez said that Taylor would have him pull up to a female's house and leave him in the car for awhile while he went inside and had sex on duty.
Irene Meza had said that Taylor was hitting on her to have a sexual relationship. Once this information started to spread she was 'all of a sudden' put into the detective division. She was also promoted to corporal after she threatened to sue the department because she said the corporals oral interview was sexist.
He also had an affair with Linda McMichael , who was fired for stealing money from the department.
Taylor also suddenly retired late last year and is on a "special" program that pays him double his salary. For all you tax paying West Covina citizens that means the city is paying him $20,000 a month. Guess who's idea this was...Chief Wills, who also did it for Tedesco, Myrick, etc. MEMBERS OF THE GOOD OLD BOYS CLUB!

Also slept with an offficer of the WCPD.
He had an affair with his last wife and left her one day (for his current wife).
Sgt Wheeless:
They call him the squid because he cant control his hands on women when he drinks. He had an affair with Kosette Vargas.
Sgt Moreno:
Over ten year affair with Kossette Vargas. everyone knew about it. She is a CSO at the department. She even stated that it was amazing how many places you can have sex in the station and not get caught.
Ray Perez and Chief's Secretary:
Officer Perez, among other numerous affairs with department personnel, sodomized the chief's secretary at a Baker to Vegas department sponsored function. Most department personnel are aware of this activity.
Ro Austin:
Officer Austin has been having an affair with the DA secretary at Citrus Court for years.
This is just the tip of the iceberg, there is so much more! Officers are afraid to say anything about all this corrupt behavior because the Chief and his command staff will seek vengence.
This is all so disturbing especially when you think about our tax dollars being spent on this type of police department. But then what should we expect when the city manager, mayor and council allow this Chief who is a liar and womanizer himself to remain in such a powerful leadership position.

Thank You Embarrassed Retiree. I am assuming you are embarrassed for not making this public before now. The harm done to the victims and the tax payer is unbelievable. But you can be proud of yourself now. I believe that there will be changes for the good. I am asking that any and all good honest West Covina officers speak up. You don’t have to give your name. Let the public know what’s going on.

Congratulations again, Thomas Hines, and also, to a very courageous Retiree, who had the courage to step up and express his distain for what is happening in the West Covina Police Department. I truly believe, both of you have opened up Pandora's Box. I believe that our citizens have read enough of what really is going on, and they too, should step up to the plate and get involved. They should do so by calling our city council members and insisting that they have an outside thorough investigation conducted so we can clean up this mess in our police department. Also, hoping that the police officers that have integrity and believe in in cleaning up this mess, step up and be heard.

No this calls for an outside agency investigation. How could these allegations if true go unnoticed by the Mayor? City Manager, Councilmember’s. This Police department is clearly out of control. Every contract with this police department must be immediately and thoroughly investigated. Every officer that has a bogus college degree to increase his pay needs to be investigated and that money needs to be returned to the city coffers. Every police report that some one has contested needs to be looked at. I think that every contract with the city needs to be investigated. Trash, Towing, Parking, There is no way West Covina is clean. Touhey and the council are to busy beating up on Roger. There is no way that all this could go unnoticed. I have been watching the crime rate increase in West Covina. Now I know why. I encourage any and all good honest West Covina police officers and city employees to come forward and tell the public what is going on there. Don’t give your name we the public understands how a city like this would retaliate. Thanks again for the brave and courageous retiree that has come forward

Throughout the ages the greatest bed partners have been cowardice and anonymity. These partners tear at the fabric of convention, are injurious to many and foster distrust within an organization.

What has been detailed herein are human dynamics that when regulated in a work environment are problematic to regulate. An agency is hard pressed to obtain compliance particularly when many relationships in the work place are consensual.

Consensual and non-criminal conduct outside of the purview of the workplace is even harder. An agency may admonish against it but it is trumped by our form of government that provides all of us with inalienable rights to gather, to speak and to be as uninhibited by government wherever possible.

I am surprised by the naiveté of this writing as clearly there is an absence of consideration for due process, the peace officer’s bill of rights and our Constitution. The author should have been more introspective before publishing this post. This evinces a lack of personal integrity and a lack of the precept of “doing the right thing.”
A litany of perceived misconduct or inappropriate behavior over a span of several years extinguishes further inquiry. Lacking in context and contemporaneousness these stories (not allegations) can only remain perceived interpretations of the author as told by others. Surely the author cannot have personal knowledge of all these events which leads to this most important consideration. Where were you when you first became aware of these events?

Why weren’t you advising anyone about your concerns for these poor victims and the disparate treatment? You have representation, you have access to attorneys, you have a union president, and you have human resources available to you. All these before even having to deal with “command staff”.

You in all probability were or have been selfishly benefitting during all these events before whatever befell you. Now it’s not about anyone’s impropriety but the chip on your shoulder. You overlooked all these “atrocities” while you reaped benefits. Now you want to correct the "injustice".

If you really want to be heroic take it to the city council or check into your whistleblower protections. Serpico you are not.

Do you realize that if it were not for this poster, we the public would not have become aware of these allegations. My point is there has been unimaginable and untold harm done by covering these things up. I can not believe that the city manager, Mayor, councilmember’s. Other employee's were not aware of these allegations. How much more harm to these victims and the public at large is exceptable in your eyes. If you could only direct your intelligence in the right direction. Why don’t you use your big and well spoken words to contact the Mayor and the councilmember’s? You mention the police officers bill of rights. Those rights are exercised when complaints are initiated. What makes you think these corrupt officers are not going to take full advantage of them? You sound like a police union attorney. State your occupation. I welcome you to joint the public to clean this mess up and restore to West Covina a police department worthy of our tax money. This is a public safety issue. Get on the right side of this fight. Thank You embarrassed retiree you did the right thing. The public needs to hear from you again.

I don’t think so. Too many names and events. How is a police officer going to deflect some of the focus when the F B I or the D A will more than likely investigate these allegations?
