Not surprising. Pappas used to employ Mayor Walsh's son-in-law Max Steinhauser. Mayor Walsh used to work in the Crooked County Budget Department. Pappas has had a past working relationship with Mayor Walsh.

Why wouldn't Pappas do Mayor Walsh this favor?? It's nice to "accidentally" "overpay" a township/village...knowing that it will take months/years to sort out. Meanwhile, the Village gets to use those monies as it sees fit. Nice misdirection Pappas.
