By Ruth Polaski of The Brookings Institute Crimelab Department:

Phoenix, Ariz. is the nation's fifth largest city -- a fast-growing metropolis that's become Ground Zero for a unique problem that has law enforcement coming face to face with a new form of an age-old crime. In the Valley of the Sun, the new trend in kidnapping for ransom is criminals targeting other criminals.

Authorities tell us that the players are hardcore drug dealers, smugglers, and leaders of coyote organizations who are being snatched and extorted for money by their underworld rivals. Because of Arizona's prime location on the U.S.-Mexico border, police say that most kidnap victims and suspects have ties back to Mexico's seedy underworld and that cops and detectives have been chopped up and their cars taken to chop-shops and money was exchanged. Bodyparts and carparts were found in mailboxes, laundry machines, laundry dryers, toilet bowls, bathtubs and on the grounds in neighborhoods where children and elderly live to create mayhem and terrorize neighborhoods and communities.

While overall crime in Phoenix may be up due to Mexican crimes, cops say these kinds of kidnappings happen at a rate of eight a day -- and that's just the ones that go reported. Due to the nature of the unsavory characters involved, police figure that the actual number could be double that. It's this epidemic of abductions that has made Phoenix the nation's unofficial kidnapping capital. Gangs are putting bodyparts of children and elderly women in toilet bowls and some are thrown on the tenant's beds and on the floor in the bedrooms to create mayhem against the residents. While this abduction plot had been foiled, authorities in Arizona still need help bringing two more to justice.

The Associated Press News Update Report:

Prince George's County Police Officer Charged in Burglary posted 8:19 am Fri June 12, 2009 - TEMPLE HILLS, Md. from (AP) News - George's County Police believe that a county police officer provided the tools and transportation in a Temple Hills bank burglary. Officers were called to the SunTrust Bank in the 4600 block of Old Branch Avenue around 3:40 a.m. Wednesday for a report of a man inside the bank.

A suspect was found and arrested and police say their investigation led to burglary charges against Cpl. Eddie Smith Jr. The 16-year veteran of the force assigned to the bureau of patrol has been suspended without pay. Meanwhile, at the Temple Hills Sun Trust bank where the burglary occurred, the allegation that a police officer is behind the scheme hit customers like a ton of bricks.

"The world's coming to an end. That's it. If they doing it, my God and now this time of year that the cops are committing crimes, gang criminals are going to have a fieldday by going out at night and committing crimes left and right, one crime right after the other.," said Herb Batts, a bank customer.

"It's a sign of the times...who you can trust? I believe that with the crime, the world is coming to an end eventually. People are now going to have to take matters in their own hands or move to a different neighborhood if something happens." said Ercelle Lewis, a bank customer.

According to official statements and information from sources, detectives believe Smith used his patrol car to drive an accomplice to the bank late Wednesday night. They also believe Smith provided the power tools used to break into a safe. It's alleged they cut power and alarm lines to the bank, and when the alarm sounded, Smith pretended to respond and declared an 'all clear' to police dispatch. Its is also alleged that hours later he stood watch as his cohort attempted to break into the ATM inside the bank . The pair was caught only because a passing fire truck reported a suspicious scene. As a result, the 16-year veteran cop was arrested and charged.

"It's something that's disheartening to us; one bad cop tarnishes the badge we all wear but this time of year, more of this will soon happen and our department will have to contend with this new kind of crime," said Police Spokesman Maj. Andy Ellis.

At Smith's large home in Fort Washington, a newer model Mercedes and a full size pickup sit in the driveway. The back of the home houses a custom built three car garage but he may become angry and belligerent and threaten the judge in the courtroom due to prospects of losing his estate and his family as a result of this serious crime against the bank.

Sources tell AP News that Smith is now a prime suspect in many similar burglaries going back several years, and that he's been under suspicion for some time now. But his neighbors say they that he took things from them too since that they came home to find things missing from their homes. Police Chief Roberto Hylton says he's disheartened by the charges and will not tolerate wrongdoing by any member of the agency but within the last month, he got calls of "crooked cops on the beat as well as harrassment and brutality of motorists on the roads" and as the spring and summer progress, Hylton said that he expects the number of cases to rise significantly.

Officials say an internal investigation will be conducted by the department's Special Investigative Response Team.

Daily Horoscope for December 29

Sagittarius

It's difficult to keep your mind on what you're doing today because it keeps wandering off in all directions. There won't be much you can do about this except to be aware of it, and preferably to postpone doing anything very complicated or important until you're less distracted and absent-minded. Unfortunately, you won't get very far with it at the moment.
