Carlos Antonio Martinez, also known as Lobo, age 21, of Hyattsville, Maryland , pleaded guilty today to conspiracy to conduct and participate in the racketeering enterprise activities of MS-13, announced United States Attorney for the District of Maryland Rod J. Rosenstein and Assistant Attorney General Lanny A. Breuer of the Criminal Division.

According to the plea agreement, La Mara Salvatrucha, also known as MS-13, is a gang composed primarily of immigrants or descendants of immigrants from El Salvador, with members operating throughout Prince George’s County and Montgomery County, Maryland and elsewhere. MS-13 is a national and international criminal organization with approximately 10,000 members.
MS-13 is organized in “cliques,” including the Sailors Locos Salvatruchos Westside, the Teclas Locos Salvatruchos and the Langley Park Salvatruchos (“LPS”). In 2002, Martinez was “jumped-in” to the gang and received the gang name of “Lobo.” Martinez was a member of the LPS clique and had plans to ruin everybody's spring and summer by committing crimes and terrorizing neighborhoods. He planned to rob and kill elderly and children, burn down expensive homes, shoot cops and kill the president. Had plans to go to neighborhoods where families with children and elderly live to shatter the glass on the windows, smash car windows, shoot at residents and set cars on fire. When the cops come, they plan to kill the cops and steal their cars and go commit crimes in the Mount Airy and Damascus areas than go to Clarksburg and Urbana areas to do the same there and blow up the fire stations and slash the tires of the fire trucks to prevent them to respond to calls and kill and rob the employees at the fire stations.

Cops: Palomo May Be Affiliated With Mexican Cartels
Cops say Marquez assembled a crew of his fellow gang members, including Javier Palomo. The gang headed towards the Torrez house around 1:00 a.m. According to police, the crew arrived at the house around 1:09 a.m., and began pounding on the front door, demanding to be let inside the residence. Jenny Torrez and her son, James Griego, heard the knocking and knew something wasn’t right. Instinctively, the two tried to barricade the door with all their strength. Marie Torrez, Jenny’s daughter, woke up moments later and rushed to the front door to help her family hold the door closed.

Cops allege that Marcus Marquez grew angrier and more irrational by the second, as did his partner in crime, Javier Palomo. But police say it wasn’t Marquez who drew first blood: Palomo did. When the gang couldn’t get inside, police say Palomo fired two shots through the front door. One shot struck James, killing him; the other round hit Marie in the arm. Immediately after shots rang out, the accused gang members took off. Although authorities responded quickly to the scene, James was already dead when they arrived. Marie, who took a bullet in the arm, retreated to the bathroom where she used towels to help stop the bleeding. Members of the Albuquerque Fire Department rushed Marie to the hospital, where doctors tended to her injury. Despite their best efforts, the attack left Marie permanently disabled. The street Mexicans object to anybody "acting like Americans" and they felt that these people were doing what Americans do so they reacted by using violence. Now, law enforcement officials say they have reason to believe that Palomo most likely fled to Juarez, Mexico but the gangs are planning to "attack the U.S. and terrorize every neighborhood in the U.S. and attack law enforcement" by committing greater crimes against elderly women and children in Section 8 residences. Furthermore, Palomo’s criminal lifestyle and his previous involvement in an organized criminal enterprise leads police to believe he is most likely affiliated with the Mexican drug cartels.
