The problem is that Kip Schoning (Bula Enterprises) has so many homes in so many different cities. Portland being the most densely populated, there's going to be more postings from that city. Trust me, there's more than enought complaints to go around in the Albany/ Corvallis area. People are abosolutely discusted with him but outside of writing news paper articles and attempting to tarnish his reputation, there's not a whole lot anyone can do until the Oregon Legislature titens the belt on landlord/ tenant laws. Sad but true. What is it they say?... Don't hate the player, hate the game.

Actually some existing laws could be enforced. Like arresting him when he does not show up for court or not waiting YEARS to seize his crappy properties when he does not bother to pay his taxes. These is a bigger issue here than Schoning being a bottom feeder.

I suspect Schoning gets lots of "free rides" because, lets fact it, taken one piece at a time his properties are nearly worthless and it is not worth the effort or cost it would take to collect his small loans. However a DA taking a good look into Schoning's finances is long over due. Looks like this is not going to happen in Benton County. Maybe someone he screwed over in another county should make a complaint?

Sadly I'am currently renting a house from Mr. S and you are all correct about him being a slum lord I pay 1400 a month we have had no heat since we moved here, 3 broken windows the ceiling is falling the back door had a huge hole in it it looked like it was kicked in, Our water pipes broke last night and still have NO hot water and let me tell you it sucks we are moving out of his house and I know we won't get our deposit which is 1300 and with a family my size it is a huge chunk outta my kids mouths and off their backs for that is the money we raise them on If anyone has any advice I would be greatfull thanks all and god bless BEWARE OF THE RED DOOR

Kip is a piece of crap he had us kicked out we could never get a hold of him and when we took it to court he lied out his ass, he never did a damn thing to make the house a better place and there were kids in the house someone needs to get rid of this guy for good. We got snowed in in idana oregon and had to have the national guard come rescue us and he locked us out of our house before we got back

There is such a thing as "renter's rights" laws in most states. There is also recourse through small claims courts. God bless you. I pray this vulture doesn't get away with your deposit money. If the house is trash, then you should get it back. Take some digital photos to show the small claims judge if you decide to take it to court. There is just a small fee for filing.

Obviously he has no morals or ethics. He also has an issue with following through with his agreements when renting out homes. He strong arms people into signing a lease before seeing a place because he knows that after the lease is signed he can say "as is no refunds" except when a house is not up to housing inspection standards.

Unfortunately "renter's rights" are minimal in Oregon and Slumlord Schoning is fully aware of this. What NEEDS to happen in the case of Constance, is they need to write a letter to the office noting the repairs, make a copy b4 sending it and mail it to the office with signature required upon receipt. After 5 business days repeat the action, this time wait 10 business days and repeat, but this time have a note in the document stating that a professional will be hired and the cost of repairs will be deducted from rent on the legal grounds that fair warning was given and no action was taken. ALWAYS GET EVERYTHING IN WRITING AND MAKE DATED COPIES WHEN DEALING WITH SCHONINGS/BULA etc.

He's trying to rent out his own house now on craigs list. I've seen a lot of his rentals are for sale now. They are being sold through another company. Did some of his houses get seized ? I've heard they are trying to pass legislation through the state of Oregon to stop people like Kip.

What do these four properties have in common?

1418 13th Ave, Sweet Home

1465 SE Vica Way, Corvallis

460 1/2 21St SE, Salem

427 Dearborn Ave N, Keizer

All four are rental properties, all four had fires while they where owned by Kip Schoning.

One of Schoning's former tenants has been charged with ARSON. While I don't know enough about the situation to say that what's going on but so many things abot statements made (by Schoning) at the time of the fire are not adding up with what I am hearing now.

I will update when I have FACTS, meanwhile PLEASE post here or contact your local police/Sheriff if you know anything about any other fires.

ALBANY - FBI agents arrived in Albany on Thursday morning to serve a search warrant at 1120/1122 Second Ave. S.E.
Bureau spokeswoman Beth Anne Steele in Portland said that the federal search warrant related to a cyber case, which alludes to Internet use, but she provided no details.
"They arrived early in the morning and made no arrests," she said.
The affidavit used in the case is sealed and will stay that way until a list of items seized at the home goes to a federal judge for review. Steele said that could take at least a couple of days.
More information could become available after that time.
Jim Schulte, who operates White Rose Custom Floral Design, lives nearby. He told the Democrat-Herald he saw agents "swarming around the house." A carry-all van was parked near the house along with several other vehicles.
Albany police Detective Sgt. Steve Dorn said his department helped coordinate events Thursday. But because it is an FBI case, he couldn't say anything more.
Building Official Melanie Adams worked extensively with the owner, Michelle Schoning, formerly of Corvallis, to get various properties she owns in Albany brought up to code, including the house on Second Avenue.
Adams didn't know anything about the warrant.
"The city received an initial complaint on that house on May 18, 2011, from a basement-unit tenant," said Marilyn Smith, spokeswoman for the city.
"The tenant complained of mold, bad wiring, faulty appliances, ceiling collapsing in at least one room, possible structural damage from water leaks or other water intrusion," she said.
Building staff conducted inspections in May and August 2011.
Mary Gaeta, senior code compliance inspector, reported that the house built in 1912 was not in good condition but it was not deemed urgent enough to do anything about at the time because staff was swamped with dangerous property cases.
Michelle Schoning and her husband, Kip, own rental property throughout the mid-valley, including other homes in Albany. They have been dogged by foreclosures and tenant complaints for years. They have lost dozens of houses to foreclosure, and many of their other properties have been in and out of default.
A year ago, the IRS filed three income tax liens against the Schonings and two employment tax liens against their Corvallis property management company, Bula Enterprises.

Wow I know a friend who him his wife and two kids are renting a trailor he chargerd them 1500 too move in and 775 a month...when they got their one room had dry wall missing off the wall no carpet in the unit fk you slum lord painted on the wall every pipe under sink leaked only two working burners on stove...dishwasher hooked up wrong they have ti fill it manually one room smells like cat piss no closet or storage for close in two rooms...not quite sure what to do or how to help them please help or refer me to someone who can in lynn county

Nor I. A vast array of laws exist that have real power if enforced. If the city can't it has the power of communication to coordinate with state and federal authorities. Since I do not know the gentleman, I will point out that we have never heard his side, about which I know nothing and presume nothing. Rather than punish every reasonable landlord in town with new inspections, the city should muster the internal fortitude to make examples of the very worst landlords. It will be cheaper, earn more public support, and do more good than the failed blunderbuss approach that I've seen over the past dozen years.

And, why not do what should come naturally to a home for higher education? Educate landlords, improve communications between landlords and students, and require increased renter accountability As a former renter and former landlord, I can assure you that students are just as diverse as landlords. The OSU has an important ethical and moral responsibility to become leaders in that effort.
