Sex offender in Corvallis: 'It's been very unsettling'

The Protection of Children Statutes were enacted by Congress to assure that housing for anyone with a life time registration as a sex offender is not funded with federal money. One of the statutes being violated on Ramona Lane is: U.S.Code 42, Chapter 135, Subchapter V, Section 13663.
In 2005, Congressman Peter DeFazio wrote a letter to Benton County Commissioner Annabelle Jaramillo informing her that it is illegal to use any federal money to house registered sex offenders. The Protection of Children Statutes were attached to that letter.
I have a copy of pages from the contracts signed by Benton County Counsel Vance Croney and Benton County Mental Health's Mitch Anderson for the funding of Renew Consulting's house on Ramona Lane. Mitch Anderson, the Benton County Commissioners, Renew Consulting and Oregon are violating federal statutes enacted to protect children by housing registered sex offenders in the house on Ramona Lane.
Last Tuesday, the Benton County Commissioners stated in their public meeting (anyone can buy a CD recording of that meeting) that they had no awareness of the "group home" with three registered sex offenders on Ramona Lane. Annabelle Jaramillo also said that it was not a county contract. Oregon Revised Statutes require that the county commissioners sign any check over $75,000 or sign a waiver allowing someone else to decide how these large amounts of money coming into the county are spent.
I have a photo copy of a check dated 5/11/2011 for $105,917.81 and another check dated 6/10/2011 for $33,349.30 written from Benton County to Renew Consulting for the group home on Ramona Lane and its tenants.

Each of the tenants in Renew Consulting's group home on Ramona Lane is a registered sex offender, one is predatory. That means he is looking for his next victim.
Last week I spoke at length with Justin Hopkins who is involved on the state level in this program. He admitted that federal funds are involved. Mr. Hopkins told me that it is his mission to find the least restrictive housing possible for registered sex offenders. I told him that by placing these three sex offenders in a family neighborhood on Ramona Lane he is imprisoning the children who live nearby as they are no longer allowed outside without parental supervision. I also told him that he is violating federal law by commingling federal money with state money and sending it to the counties.
This program is destroying the formative years of the kids on Ramona Lane. They should be riding their bikes and laughing in the summer sunshine. Instead they are living in fear.
From a moral and an ethical viewpoint this is purely disgusting.
The only public official who has had the courage and moral integrity to try as hard as he could to correct this is Linn County Commissioner John Lindsey. I understand that Sheriff Simpson also made the judgment call to notify the residents to let them know that they had a predatory sex offender next door.
