Are they doing raises across the board including department heads or just employees? And exactly how do they propose to do this

Believe the employees deserve a raise just not the department heads or their lakes that already make $30.00 an hour.

I think across the board, but council does have the authority to say only employees not directors.

A number of points. First the raise is acoss the board. Second, why couldn't this raise be postphoned one more month so that the new Council would have input? Third, They say that the raise is paid for by savings. What about next year? If it was deemed that it was necessary to "reward" employees at this time, I would have suggested o one time bonus of a couple hundred dollars (excluding extreemly over paid department heads). This way our hands would not be tied in future budgets. Also, the statement by the CM that they have not has a raise since 2008 is not exactly true. They have a step program and receive automatic increases as they progress through the 20 years of steps. Again, we have a CM who is deceptive, and has no fiscal sense.

City passes raises!
Wow!
70 % of the population barely making it. Many family having a hard time paying their property taxes and they keep getting raises…
What can I say?
Who do the council represents, the citizens or the government employees?
How about reducing our taxes with those savings…

Have anyone thought that the city manager is doing this to calm all the current noise, chaos and workers in the government.

Ask your current council people what they said during last summer's budget sessions. It was said at that time if the revenue's were up enough, and not effect the fund balance they could consider a small pay raise at that time.

30.00 plus 2%=.60 look at 10 plus 2%=.20 but they already have a step raise figured in wages of 4% so would that be 6% overall or 1.80 and .60 wonder why the 4% was not mentioned

I am sure that some city employees do an excellent job. But the savings referred to by the CM most likely are temporary. One of the savings if I understand her email back to me was regarding lowering the Cost of Living raises for the retirement plan, not sure if this involved retirees or future retirees.

So what happens next?. Did anyone ever say how much a 2% raise for everyone adds up to for a 12 month period. I think Ms CM just gave figures for the rest of the year through Sept 30. Where do the savings come beginning Oct 1.

There is a large disparity among "favored" employees. There is inadequate supervision, and certainly no documentation of productivity among many of the workers to determine costs. We have all seen 6 to 9 employees standing around waiting for ????? whatever for long periods of time. I saw it just like week where three parks dept employees were standing beside a mower after it had been loaded prior to the lunch hour.# 1 Why does it take three people to mow a park.# 2 For the employees to take a break, I commonly see two employees pack up the equipment ie: mowers/ tractors, take it someone during their ?? 15 minute break which ends up to be 45 minutes. Go back and get the mower and then pack it up again to start lunch break 30 minutes before lunch break. Anyone ever heard of staggered breaks and lunch periods. All but 3 of the parks are now mowed by contract, yet the city only reduced the number of employees from 12 to 10. One transferred the other day, and I suggested to the CM that instead of replacing that one position, why not see if the contractor would take over the park for $ 950 a month, that is being paid to the contractor for each of the other locations.

Of course I wasn't listened to this time, because Parks Director has some kind of hold over the CM.
Maybe it is just because they are bosom buddy Aggies. No objection to Aggies, but that relationship of those alumni is totally inappropriate in a supervisor - subordinate relationship/ business environment. A few years ago, I saw the two high kicking pre- Christmas Parade and later saw one of them offering "Cold Ones" to those coming up to their float. I was not impressed with this type of behavior in front of all the children waiting for the Parade to start at the Courthouse. Obviously they had been having a good time, decorating that float over the afternoon and one carried her "jubliance" to the parade event. Afterall, this was a Family event and not a tailgate party.

The powers that be were very concerned that I might publish these antics in the newspaper, but it did get reported to the club and I have noticed they have never done another float for this event again.

The citizens also need an explanation why the CM gave this individual a month off with pay - not counted against sick leave, vacation time after she deliberately rammed a Police Vehicle during a domestic dispute. Most would be arrested. This one given a month off with pay to get anger management (out of the mouth of the offender) and then after that multiple increases in salary.

Do we need change in City Hall ? Most definitely, or we will continue down this tired old path.

That is a great idea!
I saw a TV program about a city who was contracting services instead of hiring and they were saving more than 50%.

They will never leave Ann. These parasites are very comfortable and are happy with their pay. I will be very happy to see when the city manager is fired. She will leave town proving to all of us that she never really lived in the city and putting the mayor in the spot.

Other cities are contracting other services like maintenance for parks and streets saving more than 50 % in some cases.
These primitive people (Corsicana officials) will never think outside the box.

I have had many behind the scenes with CM about costs savings. I have been a manager many times of healthcare organizations which depends on money from the government. You have to find ways to think outside the box to serve those you are responsible for. In my case, 24 hour care for elderly six residents/ clients. Most of the time, I got excuses of why something would not work. But I learned quickly to start bringing witnesses to my meetings. The last one I had to discuss cost savings was in May 2010. At that time, I mentioned, the contracting out of cemetary and park mowing. Excuses, but I see that they did do that except for three parks to be maintained by the City (Community, IOOF, and Fullerton Garrity) those named for a former influential who is now deceased). I also brought up doing away with compensatory time for DEPT Managers who at least some by the evidence are abusing this. No records and why would the city give time off at time and half. Ridiculous. Also mentioned was time clocks, was told, "trusted the employees" No records of time, just how many hours they worked each day, signed off by the clerk. One I can assure you by observation, was putting down 8 hours when she came to work around 930am each am, took lunch up to 1 1/2 hours and then left at 3:30pm. I am just from lowly Wortham, but when I add this up it "aint 8 hours a day." This person was paid a salary, and then documented comp time when she stayed for a night time meeting. I told CM if she is going to continue to work part time, then she should be paid part time and subsequently she quit. CM told me she did not care how much she worked because she was getting the job done. I said you need to ask around and you would get a different answer from those she served. Case on that one is 90% close, depending outcome of letters sent to the Attorney General for some documents. But of course documents can be made up after the fact, when someone asks for them. But one of the requests asked for a forensic test of the time the documents were made. Very interesting to the see the outcome. I have just heard about the letters, read one not the others. If you knew all the "crap" going on behind the scenes, you would understand the problems with having a Controlling boss, who cannot stand to shown the errors of her ways.

Eventually she has to leave. She can’t be there all her life. I hope the mayor, the manager and the city attorney leave the government and all the other dinosaurs for the citizens sake.
I hope whoever the next mayor is fires the city manager and the city attorney.

The Mayor by themselves can not fire anyone. It takes three votes on the council to make the changes you talk about.
