Typically, the hard-working, responsible taxpayer must now be penalized because of waste, frivolity, out-of-control spending, and financial irresponsiblity over the years on the part of our state government.
....and it continues.....

There will never be a government that does not consume.
The fact that government whether, federal, state, or local citys has ties in ownership of property is the problem
There should be no entity that has control of any part or portion of the infrastructure.
Every demand should be met with the free market system allowing companies to bid for projects to support the maintenence and growth of a city, state, or nation.
Turning over the control to the public to chose to fund the programs they wish to prticipate.
The people will not be taxed to carry the burden of failing economy when there is loss of demand for services.
Pensions should remain the payer and contributor asset to use as they see fit and invest or save as they see fit.
