Type in google www.crh.noaa.gov/jkl best weather website. I know, I have back ground in meteorology. They also keep up with river levels and other useful information for living in This area. I may not know how to post links but I know more about Earth science than most. The atmosphere and lithosphere are passion :)

Thank You.

Technically no. Freezing rain is not a precipitation. Freezing rain occurs when the ground temperature is 32 degrees or below, and the air temperature is above freezing. When the rain falls it freezes on contact. If you noticed it was raining yesterday but ice was accumulating on the ground. That's because the air temperature was above freezing and the ground was right at freezing temperature.

Truth Freak,
This is straight off the website you posted. I copied and pasted right from the website verbatim.
Freezing Rain
Rain droplets that fall into a shallow layer of cold air near the earth's surface can freeze upon contact with the ground, leaving a coating of glaze. This is known as freezing rain.
Now Truth Freak, the reason why there is a shallow layer of cold air near the Earth surface is because the ground is 32 degrees or below. Thus a cold layer of air near the surface of the Earth.

It's not a precipitation, it's a process. Does it happen in the winter time, yes. But technically freezing rain is not a precipitation.

This question: is freezing rain a precipitation? was intended to be a critical thinking question. It was a question I had back in college. The precipitation is rain. When the rain hits the Earths surface, it turns to ice. Which is the process of freezing rain.
