Will the Trains stop Blowing there whistles at the Ferry street crossing now that it is closed???

Is the Ferry Street Crossing indeed Closed for good, or is it going to be used for emergency Vehicles???? We have anticipated That This bridge would stop the need for the trains to blow the horns.......
