liquid propane prices

How come propane companies (apparently they all do it) charge more per gallon if you use less than a certain amount per season. Wouldn't it make more sense to give people an incentive to conserve fuel by charging less if they don't use as much?? Instead they seem to penalize people for conserving fuel by charging more!!
Somebody is getting rich off this scheme, and it ain't Joe Q. Public.
