You're not far off.
I think this is more or less correct the way I heard it - the "bunker" was originally part of an AT&T-constructed and federal government-funded Cold War-era secure telecommunications relay system stretching between N.Y.C. and Washington, D.C. These bunkers and towers were built every so many miles apart, the next one northeast of that one is on Tower Road just off Rt. 611 at the CVS/Turkey Hill light in Nockamixon Township near the east end of the state park.
After AT&T broke up, the Cold War ended, and technology advanced it became obsolete and at least the Milford location was sold to another company to redevelop into some kin d of low-profile research facility I think ...

It is a control center for the electric grid. They run 13 states out of there and another location. Don't try to get in without an invitation!!!

It’s a data center and backup control center for PJM Corp. The main center is at their headquarters in Norristown, but they use this place for redundancy in case something happens to Norristown.
They’re an electricity provider to Pennsylvania and 12 other states. On a normal shift they have about 20 people working there. If you’re thinking about buying near there, they’re a quiet operation.
