It's not a matter of being on a different level, it's a matter of the path of least resistance to doing anything at all. Cutting defense spending is a political quagmire, while targeting entitlement fraud would have bipartisan support. A good effort at that would then have the defense hawks in a position where their pet programs would have to be justified. The alternative is stagnation and nothing gets done - keep in mind I'm talking about fraud and waste, not tearing down safety nets. It's what the guy you elected and re-elected to the WH said he wanted.

Congress can pass legislation that is good for the general welfare of the United States.

a measure of a country is the treatment and welfare of it's citizens.
So Congress can decide that for example a retirement program is good for the general welfare of the US.
that program can be an entitlement.
it can be a tax break or corporate welfare.
or healthcare or roads.
