You're right that many parents have shifted responsibility to the schools, that's part of the problem. But the schools have also changed drastically in the way they are administered. Talk to any teacher who's been in the system for more than 20 years and they will tell you how the pendulum has swung and how difficult bureaucracy has made their job. Same thing with law enforcement. They have to walk on eggshells to avoid being sued or being politically incorrect. "Empowering Students" is just another way of saying "Castrating Teachers."

Oh, it starts in the home, that's for sure. But what happens is the threat of the parents suing the teachers or district makes the administrators paranoid. Add political correctness and Liberal extremism and it's a recipe for disaster. You get things like a
5-year old being suspended for using his hand as a "gun" playing cowboy in the schoolyard, some students not being allowed to wear T-shirts with the American flag on it, and excusing obscene language and gestures toward teachers as "freedom of expression."
Those are just a few examples, admittedly not in the mainstream.
I haven't seen this kind of thing in QCSD - yet.

Exactly! You either are or you're not and only the child knows. Actually most children won't admit to it for fear of displeasing their families. That was one of my problems, I had it, I knew that I had it, but I thought I was the only one and my parents would never help me let alone accept me. So it came out in different ways. But it did come out!
